On roll call vote, the motion carried unanimously. <br /> <br />Mr. Hendrickson moved and Mrs. Wold seconded that Vouchers No. 3921 through <br />No. 4563 and Revenue Sharing Vouchers No. 196 and 197 be approved and ordered paid. <br />On roll call vote, the motion carried unanimously. <br /> <br />Mr. Hendrickson moved and Mr. Satrom seconded that the Board grant a favorable review <br />on a proposed sewer interceptor for the City of West Fargo, recommending Alternqte A <br />but the final decision to be mqde by the Engineer Elnd the West Fargo City Commis(Sion. <br />On roll CEllI vote, the motion carried unElnimously. <br /> <br />Mr. Satrom moved and Mr. Sondrall seconded that the Board grant a favorable review <br />on the application to the Department of Housing and Urban Development for 70 housing units <br />in the City of West Fargo. On roll call vote, the motion carried unanimously. <br /> <br />Committee Reports were given. <br /> <br />On motion by Mrs. Wold and seconded by Mr. Hendrickson, the meeting was adjourned. <br /> <br />ADJOURNED MEETING OF CASS COUNTY COMMISSIONERS <br /> <br />FEBRUARY 13, 1980 <br /> <br />Chairmqn Stanton called the meeting to order and upon roll call, all members <br />were present. <br /> <br />Mrs. Wold moved and Mr. Hendrickson seconded that the minutes of the previous <br />meeting be approved- as written. Motion carried. <br /> <br />Mr. Dave Holter from the Moore Engineering Company appeared before the Board <br />concerning a request from the James Igoe Construction Company for an extension of time <br />on the completion of the County Road 31 bridge north of Fargo. The State Highway <br />Department is investigating the merits of the request, and they would like the opinion <br />of the County Board. Roger Fenstad from the Moore Engineering Company feels that a <br />penalty should be invoked on the contractor since the contract was to start May 15, 1979, <br />but the project was not started until August. Mr. Hendrickson moved and Mrs. Wold seconded <br />that the Cass County Commission recommends to the State Highway Department that the <br />penalty be invoked on the James Igoe Construction Company in the amount of $3,500.00 <br />for failing to meet the scheduled completion date on the County Road 31 bridge. <br />On roll call vote, the motion carried unanimoUSly. <br /> <br />The County Road Superintendent reported on the workshop he attended in Bismarck <br />last week. <br /> <br />Mr. Grindberg reported that they have been looking at the County's bridge inventory <br />and considering priorities based on school bus routes and mail routes. <br /> <br />Discussion was held on the request from the State Highway Department for the County <br />to participate in the cost of installing automqtic signal lights at a railroad crossing <br />in Horace. Mr. Sondrall stated that he was mistaken on the location of the crossing <br />when it was discussed last Wednesday. Mr. Grindberg stated that this crossing is not <br />on the priority list at the County Road Department, and he has Dever been contacted <br />by the residents in that area. He felt that the County should pay for the signal lights <br />which they have already committed themselves on before agreeing to any more. <br />Mr. Sondrall moved and Mrs. Wold seconded that the Board delay action on this request <br />for railroad signal lights. On roll call vote, the motion carried unanimously. <br /> <br />Mr. Jim Boulger, representing the Holy Cross Cemetery Association, appeared before <br />the Board to request the County's assistance for improving the road past the cemetery <br />by Hector Airport. He stated that it has been several years since any gravel has been <br />'put on this road. He stated that the road is used by the Air National Guard but they <br />have not been very anxious to assume any responsibility for maintenance. This road is now <br />in the Fargo City limits but Mr. Wilbur Michelson, Fargo City Engineer, was present and <br />stated that this is a private road because there is no public right of way. <br />After further discussion, the Board agreed to send a representative of the County <br />with Mr. Boulger to discuss the matter with Colonel Alexander MacDonald of the <br />Air National Guard and with the Fargo City Commission at some future date. <br />The. Board requested the County Road Superintendent to give an estimate of what it would <br />cost to gravel the road, and they requested the States Attorney's Office to give an <br />opinion on whether the County has any legal responsibilities for maintaining roads <br />to cemeteries. <br />
