<br />PROCEEDINGS OF THE BOARD OF COUNTY COMMISSIONERS <br />OF CASS COUNTY, NORTH DAKOTA <br /> <br />Mr. Sondral1 moved and Mrs. Wold seconded that the Board grant the application <br />for a gambling permit for the Erie American Legion Post for games of chance <br />to be held on March 14, 1980; but that the County Auditor send a letter requesting <br />further explanation of what charities will receive the proceeds, before the permit <br />is mailed. The motion carried on a roll call vote with all members voting "Aye". <br /> <br />Mr. Sondrall moved and Mr. Hendrickson seconded that all five Cass County Commissioners <br />join the North Dakota Disaster Emergency Services Association as Associate Members <br />,at a cost of $25.00 per year. Hoehn - Auditor <br />~ass County, North Dakota <br /> <br />~ " ....- {j t// <br />, ''J '2CC~"'-AA'~~S:__~'\:;~L~,-' (~~'" <br /> <br />Jeannette Stanton, Chairman <br />Cass County Board of Commissioners <br /> <br />REGULAR MEETING OF CASS COUNTY COMMISSIONERS <br /> <br />FEB'RUARY 6, 1980 <br /> <br />Chairman Stanton called the meeting to order and upon roll call, all members <br />,were present. <br /> <br />An Invocation was given by Mr. Sondrall. <br /> <br />Mr. Satrom moved and Mrs. Wold seconded that the minutes of the previous meeting <br />,be approved as written. Motion carried. <br /> <br />The Auditor read a letter from the State Highway Department enclosing an agreement <br />for construction of automatic signal lights on the railroad crossing at Horace, <br />the County to pay 10% of the cost. H9Wev€r, Mr. Sondrall stated that he was <br />contacted by officials from the City of Horace suggesting an alternative to crossing <br />the railroad tracks, and the matter will be delayed until this can be investigated <br />with the County Road Superintendent. <br /> <br />The States Attorney was present to discuss the North Dakota Attorney General's <br />opinion concerning the proposed 3 mill levy for the construction of an addition <br />,to the Cass County Courthouse. It was the opinion of States Attorney Cynthia Rothe <br />that, based on the vote of the people, the Board should proceed on a yearly basis, <br />completing phases of the project as the authorized mill levy funds become available <br />each year. <br /> <br />Architect Richard Moorhead was present and stated that he feels the $500,000.00 <br />'of Federal Revenue Sharing which the County has already budgeted for a building fund <br />'plus an additional $275,000.00 which the County will receive as the last payment <br />,under the present Federal Revenue Sharing law should be sufficient to construct <br />the shell of the proposed addition to the Courthouse. He stated that penalties <br />on a project such as this are determined by how many phases it will take to complete <br />the project, but this would be largely off-set by interest costs if the County had to <br />borrow money to build the addition. Another continuing aspect would be the rate of <br />inflation which is 9% to 15% per year, but this will be only on the unfinished parts <br />of the project. He suggested including a number of alternates in order to match <br />as closely as possible to the dollars available. In conclusion, Mr. Moorhead stated that <br />he will appear before the Board again next week and hopefully will be able to have <br />a date set for calling for bids. <br /> <br />Mrs. Wold moved and Mr. Hendrickson seconded that the Board grant the application <br />for a Beer License for the Minn-Kota Racing Association for the year 1980. <br />On roll call vote, the motion carried unanimously. <br /> <br />Mr. Satrom moved and Mrs. Wold seconded that the Applications for Abatement and <br />Settlement of Taxes submitted by Theodore and Darlene Waalen be received, filed and <br />referred to Pleasant Township.
