<br />Since the deadline for requesting a public hearing with the Corps of Engineers on the
<br />i12th-15th Avenue river crossing is August 20, 1979, Mrs. Wold stated that she would be
<br />iin favor of meeting with the City Commission to discuss the matter jointly, if the
<br />;City Commission could meet with the County tomorrow. Mrs. Wold moved and Mrs. Stanton
<br />'seconded that the Chairman be requested to contact the City of Fargo to pursue having a meetil
<br />iwith them tomorrow morning at 8:00 A.M. to discuss joining the County in requesting a
<br />public hearing with the Corps of Engineers. The States Attorney was present and stated
<br />!that she does not feel the County's requesting a public nearing will have any effect
<br />ion the outcome of the Supreme Court's decision on the bridge construction suit. At the call
<br />lof the question, the motion carried on a roll call vote with Mr. Satrom opposing.
<br />!Mrs. Stanton will make the arrangements with the City Commission.

<br />Lost Inst. Bond Mrs. Wold moved and Mr. Hendrickson seconded that the Indemnity Bond on Lost Instrument
<br />for City Auditor !for the City Auditor of Amenia be received, filed and the Auditor authorized to issue
<br />of Amenia. ia duplicate check. The motion carried on a roll call vote with all members voting "Aye".

<br />Mr. Sondrall hom.1 Mrs. Wold moved and Mr. Hendrickson seconded that the name of Oscar Sondrall
<br />to Min-Dak Healthlbe submitted for nomination to the Min-Dak Health Systems Agency Board of Directors.

<br />Bridge in Noble
<br />Township.
<br />
<br />Mr. Satrom reported that the North Cass Water Management Board held a hearing
<br />on the request for bridge repair by Alden Rensvold in Noble Township. They determined
<br />that the County Drain Board should pay 20-30% of the cost of repair and that Mr. Rensvold
<br />pay the remainder.
<br />
<br />On motion by Mr. Hendrickson and seconded by Mrs. Stanton, the meeting was adjourned.

<br />12th Ave. N Bridge Mr. Vijay Sethi from the Metropolitan Council of Governments appeared before the Board
<br />--disc. on PUbliCI'to report that he discussed the proposed 12th Av.enue North Bridge project while in St. Paul,
<br />hearings. Minnesota, with the United States Coast Guard, the Army Corps of Engineers, the Department
<br />iof Natural Resources and the Environmental Quality Board, all of which would be involved in
<br />Ithe bridge situation. Mr. Sethi stated that between the. above agencies, there could be a
<br />I minimum of one public hearing and a maximum of three-.

<br />Cass Co. Electricl Upon the recommendation of Steve Grindberg, County Road Superintendent, Mrs. Stanton
<br />--utility permit (moved and Mr. Sondrall seconded that the Chairman be authorized to sign utility permits with
<br />on C16 signed, NwlCass County Electric for burying cable on County Road 16 at Davenport and with the North-
<br />Bell-utility per.lwestern Bell Telephone Company on County Road 17 south of West Fargo and on County Road 8
<br />on C17 & C18 Isouth and west of West Fargo. The motion carried on a roll call vote with all members
<br />signed. I present voting "Aye".

<br />,C3 near Page : Mr. Grindberg reported on the progress of several of the County's road projects this
<br />to be graveled. isummer. He stated that he hopes to complete graveling the roads which are in need yet this
<br />ifall. Mr. Sondrall mentioned County Road 3 near Page, and Mr. Grindberg stated that the
<br />Icrews will be moving into that area possibly next week.

<br />St. Hwy. Dept. -- i The Chairman referred lettersto the County Road Superintendent from the North Dakota
<br />corres.re:Fed IHighway Department concerning 1980 Federal Aid projects, flood damage to FAS roads and revised
<br />proj & flood dam.lbridge inventory maps.

<br />Grant Award for 2( Mr. Hendrickson moved and Mrs. Stanton seconded that the Chairman be authorized to sign
<br />electronic sirensithe Grant Award and Acceptance from the North Dakota Law Enforcement Council for 2 electronic
<br />for 2 new police isirens for the new police vehicles, at a cost to the County of $94.00. The motion carried
<br />vehicles. ion a roll call vote with all members present voting "Aye".

<br />'I Mr. Walt Ness, County Extension Agent, reported that he will be attending a tour in
<br />,Europe on August 28th through September 11th, at no cost to the County.

<br />I Mr. Ness and Gordon Sletmoe, Disaster Emegency Services Director, discussed new radio,
<br />,equipment for the Extension Department. Mr. Sletmoe suggested that the base station be
<br />llocated in the Emegency Operations Center which would be the most feasible in case of an
<br />I emergency. He stated that eventually the North Dakota Highway Patrol would be tied into
<br />this system also. Mr. Ness stated that the Extension Department at the North Dakota State
<br />'University felt there would be better radio coverage throughout the County if the base
<br />Istation and antenna were placed on one of their dormitory buildings because of the height.
<br />IThe details will be worked out between the Extension Department and Mr. Sletmoe.
