May 22, 2002

TRAINING CENTER

a division of NDSCS

Mr. Jim Hksch
Division Director
Workforce Development Division
400 E. Broadway Ave., Suite 2057
Bismarck, ND 58502-2057

1305 19th Avenue North
Fargo, ND 58102
701-231-6900
Fax 701-231-6905

Dear Mr. Hirsch:

Please accept this application from the Skills Development Project for incentive award funds that
the state of North Dakota received for exemplary performance during the past year. With
oversight by our Community Advisory Committee, these dollars will be used to supplement
existing funds for curriculum development and tuition for training New Americans and under-
employed individuals in Cass County.

The Skills Development Project was initiated by the Fargo-Cass County Economic Development
Corporation to increase the productivity and livelihood of our New American, refugee and low-
to-moderate income populations. A task force was formed in June 2001. At the fa:st meeting, it
was determined that there was no organized plan to integrate New Americans into our workforce
and no group had ever been brought together to address this critical issue.

Through the efforts of this task force, the Skills Development Project received $100,000 from
Cass County for staff and operations and curriculum purchase and development. The city of
Fargo contributed $50,000 through a Community Development Block Grant for scholarships to
enter the program. These funds were critical to the start-up of the project.

Now, the Skills Development Project is requesting $150,000 of the incentive award funds to be
spread over the next two years. These dollars will help cover tuition for New Americans and
under-employed workers and help supplement dollars directed towards development of new
programs in areas such as healthcare and technology training.

The Community Advisory Committee feels the Skills Development Project fits well within the
criteria for use of the incentive funds. The project has regional support and the incentive dollars
will be used with other funds to develop customized service approaches to address the needs of
targeted populations in the state. Thank you for your consideration of monetary support for this
important project. If I can provide any further information, please contact me.

Sincerely yours,

Janie Hulett
Director of Skills Development Project

www.trainfargo.com
