North Dakota Association of Counties
July 30, 2002
Page 2

Legislative Initiatives - Ms. Johnson has been involved in many of thc Cass County
legislative initiatives that have been passed by the North Dakota Legislature. She organizes the
weekly updates for department heads and commissioners, drafts letters and e-mall to
legislators, and testifies on bills that are important to the county. Ms. Johnson is particularly
adept at contacting legislators on behalf of the county when important issues are being debated.
Her knowledge of thc issues and rapport with individual legislators has saved many pieces of
legislation that were important to Cass County.

Personnel Coordinator - As County Coordinator, Bonnie Johnson is also the
Personnel Coordinator, a position she was ~ven after the previous per~annel coordinator left
Cass County's employment. Ms. Johnson initiated a system for classifying personnel and
salary structure that has made Cass County a leader in the way it handles employee
compensation.

There are many other areas where Ms. Johnson has made positive changes for Cass County
Government and the other political subdivisions in Cass County. Ms. Johnson is able to bring
people together to work on solutions to issues that affect Cass County Government and other
entities. Her ability to work effectivaly with people makes her a valuable asset to Cass County
and, indirectly, to the other counties in North Dakota.

I sttongly support the nomination of Bormie Johnson Ibr the Excellence in County Government
Award for Appointed County Official in 2002.

Sincerely,

Michael Montplaisir, CPA
County Auditor
