Mr. Backman does not think a delay of several <br />weeks or months would jeopardize the grant funds, and he will verify <br />with the State Game and Fish Department if an extension is possible. On <br />roll call vote, the motion carried unanimously. <br /> <br />13. ORDINANCE FIRST READING, Proposed temporary open burninQ ban <br />Mr. Burdick said a temporary open burning ban and notice requirement of open fires is <br />being proposed for ordinance first reading today. The ordinance was developed with the <br />idea of providing an efficient manner to establish a burning ban when necessary, and it is <br />something the local fire officials thought would be useful. Sheriff Don Rudnick and Chief <br />Deputy Jim Thoreson were also present. <br /> <br />Mr. Pawluk said he thinks the ordinance is overly restrictive in the rural areas because of the <br />twenty-four hour notice requirement prior to initiating an open fire in Section 4. Mr. Thoreson <br />said he participated in discussions when this ordinance was drafted, and the purpose of the <br />advance notice is to reduce the number of calls the fire department would respond to when <br />they are not aware of a planned burn. Mr. Pawluk said he agrees with the ordinance, with <br />the exception of Section 4.1. Mr. Vanyo said this notice is more of a common courtesy so <br />the fire department does not respond unnecessarily to the report of an open fire. <br />MOTION, passed <br />Mr. Pawluk moved and Mrs. Sorum seconded that the proposed Cass <br />County Ordinance Temporary Open Burning Ban and Notice Requirement <br />of Open Fires be approved for first reading, with the exception of Section <br />4.1 being struck from the ordinance. Discussion: Mr. Wagner said he <br />opposes this motion because he thinks Section 4.1 should be left in for <br />the second reading to see if there is some support for the notification of <br />open fires. Mr. Burdick said he or the sheriff will contact local fire chiefs <br />because requiring the notice of open fires was a key concern to them. <br />They could come to the board in the meantime or at the second reading to <br />share their thoughts about removing Section 4.1. At the call for the <br />question and on roll call vote, the motion carried with three members <br />voting "Aye" and Mr. Wagner opposing. <br /> <br />14. YOUTH COMMISSION, BudQet approved <br />Mrs. Sorum proposed establishing a budget for the Youth Commission for the months of <br />September-December, 2005, since the group was formed this year and no expenses were <br />budgeted. She said the group is expecting sponsorship donations; however, they need <br />money to get the program started this fall. She provided a hand-out of what the money <br />would be used for and requested a sum of money up to $5,000. <br /> <br />Mr. Wagner asked about the anticipated budget request for 2006, and Mrs. Sorum said she <br />thought it would be $5,000. Mr. Vanyo noted the estimated expenditures of $3,220 through <br />the end of this year on the hand-out provided for today's agenda; and money is yet to be <br />collected from Youth Commission sponsors to help with their expenses. <br /> <br />In answer to a question from Mr. Pawluk, Jim Thoreson said there will be 22 students on the <br />Cass County Youth Commission. It involves two students from each of the 11 high schools <br />in the county, and there will be an advisory board of about eight people. Mr. Thoreson <br />served with Mrs. Sorum on the county committee that developed this program. <br />
