<br />B. Qualifications <br />1. Applicant <br />Kristine Bjelde will be the staff person implementing this proposal. Kris has a B.S. in Fami]y and Consumer <br />Science Education and a M.S. in Child Development and Fami]y Science from NDSU. She has 12 years of <br />teaching experience at the high schoo] and college level in North Dakota in consumer and family living, <br />occupational child care and child development; seven years experience as the Education/Emp]oyment Director at <br />the YWCA of Fargo.Moorhead, where she developed new educational programming and curriculum; and two <br />years experience as an Extension Agent/Parenting Resources Coordinator. Kris' extensive work experience and <br />education provide her with the tools to make the Parenting Resources Center a successful program. <br />2. Fiscal Ae:cnt <br />Cass County Government, located in Fargo, North Dakota will serve as the fisc a] agent for this program. <br /> <br />C. Outcomes for The Region V Parenting Resources Center <br />]. Concern # I: identifY and provide current and pertinent parenting infonnation and resources for parents in <br />Region Y, so that they can raise their children to become self-reliant and successful adults. it is a concern for <br />every community that its children receive the nurturing and support they need to grow up healthy and safe, wel]- <br />educated, and able to avoid youth risk behaviors. This is the community's commitment to its own future. <br />2. Activity: Provide parenting education classes throughout Region Y to meet the needs of the targeted population. <br />3. Outputs: a) Offer parenting classes in each of the six counties in Region V; b) Add new curriculum and other <br />resources as new issues arise; c) Incorporate the ten new Brown Bag Bytes: Bright Beginnings parenting lessons <br />developed through the collaborative efforts of the four ND Parenting Resources Coordinators and the NDSU <br />Extension Parenting Specialist into the 2002.2003 program year; d) Develop an additional set of ten Brown Bag <br />Bytes lessons on parenting during the adolescent years with the same collaborators during the next program year. <br />4. Anticipated Outcomes: Increase parenting skills and child development knowledge to deal with all the childhood <br />guidance and discipline issues, ages and stages, and risk taking behaviors they encounter as their children grow up. <br />5. Measuring Outcomes: Use Self-Reporting Tool to measure how helpful the parenting infonnation is to the <br />parents anending the classes. Parenting class evaluations will also include a section where parents can state their <br />future programming needs and requests. Use Pre-Post Test to dctcnnine the effectiveness of the ten new Bright <br />Beginnings parenting lessons.. <br />6. Input from others: Space and equipment are often provided by the collaborating agency, schoo], etc. <br />Collaborators and other partners include professionals in the field, such as college faculty, Extension educators, <br />parent educators and facilitators, agencies and others who work with children and parents. <br /> <br />]. Concern #2: Provide prevention focused parent education and support opportunities to families in Region V. <br />Many of the communities in Region V continue to deal with very high levels of youth drinking, marijuana use, and <br />other substances. In addition, the 1999 National Household Survey on Drug Abuse found that North Dakota 12-17 <br />year old reported the highest rate of alcohol use in the nation. <br />2. Activity: Offer training workshops in each of the six counties of Region Y using the new" Walking the Talk" <br />curriculum (parenting program for parents about alcohol, tobacco and other drug use and non-use). <br />3. Outputs: Organize a minimum of one or more training workshops for parents (3 hours) in conjunction with our <br />collaborators in each of the six counties in Region V on "Walking rhe Talk" during the 2002-2003 program year. <br />4. Anticipated Outcomes: Parents will have a greater knowledge of what the youth risk behaviors are that their <br />children encounter, along with what the protective factors and assets are which can offset some of the risks. <br />Parents and other adults (teachers, coaches, etc.) will begin to look at their own behaviors and practices related to <br />substance use and abuse on smoking, alcohol use, and other drugs as role models and mentors for their children and <br />students. Parents, teachers and other adults may become more vocal and effective in their communities in the <br />decision-making and establishing of policies and programs for their youth (i.e., establishing rules for prom night, <br />setting curfews. building a youth center. etc.). <br />5. Measuring Outcomes: Use the assessment tool included with the "Walking the Talk" curriculum, or develop our <br />own to detennine the usefulness of this curriculum with parents and others in Region Y. <br />6.
