CASS COUNTY SHERIFF'S OFFICE <br /> 211 9th St S Fargo, ND 58107-0488 <br />Phone (701) 241-5800 Fax (701) 241-5805 <br /> <br />OFFICER: WAWERS DATE: 05/03/02 <br />UNIT NO: 3547 CASE: 1-02-00414 <br /> <br />TRAFFIC CRASH FOLLOW-UP INVESTIGATION <br /> <br />On 05/02/02, at approximately 1400 hours, this officer, DEAN <br />WAWERS, was contacted by SHERIFF DON RUDNICK. SHERIFF RUDNICK <br />indicated that one of the Cass County cars identified as a green, <br />1994 Dodge, 4-door, which was being driven by a Cass County Social <br />Worker employee, NORMA LUCY FROHBERG, had crashed into a decorative <br />wall which surrounds the northwest corner of the Cass County Annex <br />Building. The wall is used specifically to hide air conditioning <br />cooling units and to give them some protection from traffic and the <br />Outside weather elements. SHERIFF RUDNICK indicated that the head <br />of the County Fleet, COUNTY AUDITOR MICHAEL MONTPLAISIR, wanted the <br />Sheriff's Department to interview the driver of the vehicle <br />involved. <br /> <br />At 1420 hours on 05/02/02, this officer proceeded to the Cass <br />County Annex Building, Social Services Department, and met with <br />CLIFTON (JERRY) SKJONSBY. MR. SKJONSBY is a supervisor in the <br />Social Services Department and I wanted to get information from him <br />concerning his employee, NORMA FROHBERG, her office location and <br />where we could talk. He explained to me that NORMA FROHBERG is an <br />almost 20-year employee who was going to retire on 05/03/02, so, in <br />fact, this was her second to last day. He said she works in the <br />Adult Services Department of Social Services and he indicates that <br />she has been a good employee over the years, does a very good job, <br />is outstanding with the people she works with and is highly <br />educated and would believe nothing like this had happened with this <br />particular employee in the past. He did, however, check on her <br />location and it turns out that after the accident, she was released <br />by her supervisor to go see a physician and take the rest of the <br />day off. It was, therefore, decided that she would be interviewed <br />on 05/03/02, which she was at 0840 hours by this officer, DEAN <br />WAWERS. <br /> <br />She explained to me the following. That on 05/02/02, she left the <br />Cass County Social Services Annex Building at about 10:30 a.m. She <br />had to interview and meet with a client in Fargo, North Dakota as <br />part of her normal duties. She said she chose on that day to drive <br />a green, Dodge Spirit vehicle which she says she has driven many <br />times in the past. She said she left the building, she drove over <br />to the client's residence in north Fargo and had no difficulties. <br />The car started fine, it drove fine on the way over, there were no <br />problems to steering, there were no problems to the brakes or <br />accelerator, in fact, the car functioned fine. <br /> <br /> <br />
