In recent <br />months there have been discussions with local landowners in an effort to <br />reach a cost share agreement to fund the project. To date, no agreement <br />has been reached. It would appear that the landowners have little incentive <br />to enter into any agreement to participate in the necessary repairs. <br /> <br />The estimated cost of awarding a construction contract to complete the <br />work is slightly over $400,000. I could use County crews to complete the <br />project. This is a larger project than we typically undertake with County <br />forces, but it is within our capabilities. By using County crews, the <br />County's out of pocket costs would be a fraction ofthe $400,000 since <br />salary and equipment costs are already included in the budget. The real <br />costs if we complete the work with County forces would be that other <br />smaller maintenance and improvement projects would be deferred until a <br />future year. <br /> <br />I'd therefore recommend that we proceed with the project using force <br />account labor and equipment. If the Commission is not in favor of using <br />County force account labor and equipment, I would recommend proceeding <br />with the project by competitive bid construction contract. <br /> <br />SUGGESTED MOTION: Authorize County Engineer to proceed with <br />Cass 34 drainage project with force account labor and equipment. <br />
