<br />Commission Minutes--January 7,2002 2401 <br /> <br />At Commissioner Wagner's request, Mrs. Hogan helped draft a revised Grant Agreement using <br />language similar to sponsorship grants within her agency, which include scope of services, <br />accountability and some type of budgeting. The revised agreement was reviewed by Birch <br />Burdick, State's Attorney, and Mr. Grindberg also had an opportunity to read it today. The grant <br />agreement is for a period of one year and provides that compensation will be made in four <br />quarterly payments of $25,000 each for Cass County's $100,000 share in the project costs. <br /> <br />Mr. Grindberg requested additional time to review the language further, and asked to appear <br />before the Board at the January 22nd meeting with an official response on the grant agreement. <br />Mr. Wieland requested that all Commissioners review the contract and have their questions <br />answered before the next meeting. Mr. Grindberg will submit a format of a quarterly report <br />before the meeting on January 22, 2002. <br /> <br />19. EXTENSION SERVICES, TemDorarv Dart-time lob reassianment for Brad Coadill <br />Brad Cogdill, Extension AgenUChair, and Dr. Sharon Anderson, Extension Service Director, <br />were present today concerning Mr. Cogdill's letter of December 21,2001, requesting approval <br />for a temporary, part-time job reassignment within the NDSU Extension Service. He has been <br />asked to serve as Interim Chair of the Center for 4-H Youth Development on the NDSU campus <br />for a period of one year at a half-time appointment. <br /> <br />Dr. Anderson indicated that a full-time Extension Agent will be placed in Cass County during this <br />reassignment, and no additional costs will be associated with this arrangement. Mr. Cogdill's <br />office chair/department head duties will not change during this part-time/interim appointment. <br />The new agent would be located at a work station in the main outer office area, which was <br />originally set up for an intern. The Board views this as an opportunity for the county, and it <br />offers leadership experience for Mr. Cogdill in a state-wide extension program. <br />MOTION, passed <br />Mr. Wagner moved and Mrs. Schneider seconded to support the <br />reassignment of 50% of Extension Agent Brad Cogdill's job responsibilities <br />with the NDSU Extension Service for a period of one year. This includes <br />approval to recruit and hire a temporary, full-time Extension Agent to <br />assume educational program responsibilities identified in this request. On <br />roll call vote, the motion carried unanimously. <br /> <br />20. ELECTION PRECINCTS, ADDroval of Drecinct boundaries <br />Michael Montplaisir, County Auditor, provided additional information dated January 4, 2002, <br />concerning suggested precinct boundary changes for the 2002 elections. Due to the <br />redistricting plan approved by the North Dakota Legislature, he has met with both the Fargo and <br />West Fargo City Auditors to adjust precinct boundaries within the new legislative districts. <br /> <br />The precinct plan presented today contains 66 precincts in Cass County, which is an increase <br />from 57 total precincts in the last election. Mr. Montplaisir said some of the growth is due to an <br />increase in population over the past ten years and some is due to the redistricting plan. The <br />plan was forwarded to the Democrat and to the Republican contact people in each legislative <br />district and some of their suggestions were incorporated into this plan. The plan was also <br />forwarded to the other cities and townships in Cass County fortheir review. Mr. Montplaisir said <br />the Cass County Redistricting Board has met and approved the commission district boundaries, <br />with almost equal population in each district. <br />
