<br />Commission Minutes--March 18, 2002 2423 <br /> <br />Mr. Wagner said he understands $650,000 is designated for renovation ofthe downtown day care <br />facility, and he asked how the remaining $3.15 million would be used. Mr. Finstad said $1.2 <br />million is for refinancing the downtown fitness center remodeling project, and the rest is for <br />refinancing projects at the YMCA West facility, located at 4243 19th Avenue SW. <br /> <br />Commissioners received a memorandum from Michael Montplaisir, County Auditor, dated today <br />providing a summary of the known bond issues for 2002, which total $9.8 million if the YMCA <br />request is approved at $3.8 million. The maximum bonding limit in one year is $10 million. A <br />bond issue was approved last year for the Diocese of Fargo in the amount of $3.5 million from <br />the county's 2002 bonding capability and the Water Resource Districts estimate a need for $2.5 <br />million in bond funds for projects this year. <br /> <br />Mr. Wieland invited other comments and, hearing none, said the board is being asked to adopt <br />a resolution granting preliminary approval and setting a date for a public hearing. <br />MOTION, passed <br />Mr. Meyer moved and Mrs. Sorum seconded to adopt Resolution #2002- <br />4 relating to a project under the Municipal Industrial Development Act <br />for the Fargo-Moorhead Family YMCA, giving the project preliminary <br />approval subject to a public hearing to be held at a regular meeting of <br />the Board of Cass County Commissioners beginning at 3:30 PM on <br />April 15, 2002, in the County Commission Room, Cass County <br />Courthouse, Fargo, ND. On roll call vote, the motion carried <br />unanimously. <br /> <br />15. JAIL SECURITY DETENTION EQUIPMENT, Bid award to Norix GrouD.lnc. <br />On behalf ofthe jail transition team, Carlos Perez was present concerning the bids let for security <br />furnishings in the new jail. He said bids were received from four companies, and the transition <br />team identified Norix Group, Inc. as the low bidder. <br />MOTION, passed <br />Mrs. Sorum moved and Mr. Wagner seconded to award security <br />detention equipment for the new Cass County Jail to the low bidder, <br />Norix Group, Inc. On roll call vote, the motion carried unanimously. <br /> <br />16. VOUCHERS, ADDroved <br />MOTION, passed <br />Mrs. Sorum moved and Mrs. Schneider seconded to approve Voucher <br />No. 161,745 through No. 162,277. Commissioners were reminded of a meeting on Wednesday, March 20, <br />at 4:30 PM, in the Moorhead City Council Chambers, regarding the Devils Lake outlet plan. <br /> <br />Bonnie Johnson, County Coordinator, said the jail transition team has resumed weekly meetings, <br />as of last Tuesday. <br />
