Commission Minutes--March 4, 2002 2417 5. RESOLUTION #2002-2, SDrina load restrictions MOTION, passed Mr. Meyer moved and Mrs. Sorum seconded to adopt Resolution #2002-2 implementing spring load restrictions on county highways. On roll call vote, the motion carried unanimously. RESOLUTION #2002-2 TO IMPLEMENT SPRING LOAD RESTRICTIONS ON COUNTY HIGHWAYS WHEREAS: Soft base conditions experienced during spring thaw reduce the load carrying capacity of county highways; and WHEREAS: The Cass County Board of Commissioners desires to prevent serious damage to county highways; and WHEREAS: 39-12-03 of the North Dakota Century Code authorizes local authorities to impose vehicle weight restrictions on county highways. NOW THEREFORE BE IT RESOLVED by the Cass County Board of Commissioners that spring load restrictions will be imposed upon Cass County Highways in the following manner: All county highways to be posted in accordance with the Cass County Highway 2002 Spring Load Restrictions Map dated February 15, 2002. Spring load restrictions will be effective at 12:01 AM on March 19, 2002. Dated at Fargo, North Dakota, this 4th day of March, 2002. 6. ABATEMENT APPLICATIONS, ADDroved for Carolvn Klinkhammer and for Alfred Noe MOTION, passed Mr. Meyer moved and Mrs. Sorum seconded that Abatement No. 4214 for Carolyn Klinkhammer be reduced from $96,000 to $86,500, as recommended by the Director of Equalization. On roll call vote, the motion carried unanimously. MOTION, passed Mr. Meyer moved and Mrs. Sorum seconded that Abatement No. 4218 and No. 4219 for Alfred and Judy Noe be approved, as recommended by the Gardner Township Board and the Director of Equalization. On roll call vote, the motion carried unanimously. 7. RECORDER'S OFFICE, Disaster Droofina arant close-out Michael Steiner, North Dakota Recorder's Information Network (NDRIN) Project Manager, appeared before the Board regarding the County Recorder's Office disaster-proofing grant close-out. He provided a hand-out to all Commissioners, as well as the NDRIN Administrator Manual for Cass County's files. Mr. Steiner said the "Hazard Mitigation Grant" application submitted by Cass County Government began as a dream to disaster-proof the North Dakota Recorder's Offices so that other counties would not suffer loss of property records like Grand Forks County experienced in the flood of 1997. The FEMA (Federal Emergency Management Agency) grant allowed the project to begin in June, 1999, with completion on December 31, 2001. A financial audit will be completed later this month, along with the regular county audit.
