<br />Commission Minutes--March 4, 2002 2417 <br /> <br />5. RESOLUTION #2002-2, SDrina load restrictions <br />MOTION, passed <br />Mr. Meyer moved and Mrs. Sorum seconded to adopt Resolution <br />#2002-2 implementing spring load restrictions on county highways. <br />On roll call vote, the motion carried unanimously. <br /> <br />RESOLUTION #2002-2 TO IMPLEMENT SPRING LOAD RESTRICTIONS <br />ON COUNTY HIGHWAYS <br />WHEREAS: Soft base conditions experienced during spring thaw reduce the load carrying <br />capacity of county highways; and <br /> <br />WHEREAS: The Cass County Board of Commissioners desires to prevent serious damage to <br />county highways; and <br /> <br />WHEREAS: 39-12-03 of the North Dakota Century Code authorizes local authorities to impose <br />vehicle weight restrictions on county highways. <br /> <br />NOW THEREFORE BE IT RESOLVED by the Cass County Board of Commissioners that spring <br />load restrictions will be imposed upon Cass County Highways in the following manner: All <br />county highways to be posted in accordance with the Cass County Highway 2002 Spring Load <br />Restrictions Map dated February 15, 2002. Spring load restrictions will be effective at 12:01 AM <br />on March 19, 2002. <br /> <br />Dated at Fargo, North Dakota, this 4th day of March, 2002. <br /> <br />6. ABATEMENT APPLICATIONS, ADDroved for Carolvn Klinkhammer and for Alfred Noe <br />MOTION, passed <br />Mr. Meyer moved and Mrs. Sorum seconded that Abatement No. 4214 <br />for Carolyn Klinkhammer be reduced from $96,000 to $86,500, as <br />recommended by the Director of Equalization. On roll call vote, the <br />motion carried unanimously. <br /> <br />MOTION, passed <br />Mr. Meyer moved and Mrs. Sorum seconded that Abatement No. 4218 <br />and No. 4219 for Alfred and Judy Noe be approved, as recommended <br />by the Gardner Township Board and the Director of Equalization. On <br />roll call vote, the motion carried unanimously. <br /> <br />7. RECORDER'S OFFICE, Disaster Droofina arant close-out <br />Michael Steiner, North Dakota Recorder's Information Network (NDRIN) Project Manager, <br />appeared before the Board regarding the County Recorder's Office disaster-proofing grant <br />close-out. He provided a hand-out to all Commissioners, as well as the NDRIN Administrator <br />Manual for Cass County's files. Mr. Steiner said the "Hazard Mitigation Grant" application <br />submitted by Cass County Government began as a dream to disaster-proof the North Dakota <br />Recorder's Offices so that other counties would not suffer loss of property records like Grand <br />Forks County experienced in the flood of 1997. The FEMA (Federal Emergency Management <br />Agency) grant allowed the project to begin in June, 1999, with completion on December 31, <br />2001. A financial audit will be completed later this month, along with the regular county audit. <br />
