Issues of Concem: (continued)

Long Term Funding (Complete)

A long term funding for the NDRIN Central Repository has been developed. A
combination of the following options are being used to fund the NDRIN Central
Repository long term:

Charging fees for Intemet access to the NDRIN central repository.
ND Counties may have to provide some long term fimding.
Legislative action to get a fee increase or a new fee for preservation
and disaster proofing of land records.

Currently there are seven subscribers to the NDRIN Intemet service. These
subscribers will generate approximately $10,000 per year in fees. These fees will
be used to maintain NDRIN.

The NDRIN Joint Powers Agreement (JPA) addressed how any shortage/excess
funds are allocated back to the NDRIN Counties. All shortage/excess funds are
allocated back to the NDRIN Counties based on the number of recorded
documents for the calendar year.

The North Dakota Legislature enacted legislation (SB-2173) that created a
$3.00/document fee for the preservation of records. It was the decision of the
NDRIN Board to ask the Counties to help maintain NDRIN as follows:

~ NDRIN Counties would be asked to contribute $2.00/document.
~' Non-NDRIN Counties would be asked to contribute $1.00/document.

There are eighteen NDRIN counties that have agreed to contribute $2/document
to NDRIN. There are fifteen counties that have agreed to contribute SI/document
to NDRIN. These contributions should raise approximately $225,000 per year to
help fund NDR1N long-term.
