MOTION, passed <br />Mrs. Schneider moved and Mr. Wagner seconded to approve the <br />following contracts submitted by respective department head, subject <br />to state's attorney approval, and authorize the chairman to sign: On <br />roll call vote, the motion carried unanimously. <br /> <br />Blue Cross Blue Shield--employee health insurance for 2002; <br />High Plains Technology--computer services/software agreement for site <br />hosting the NDRIN (North Dakota Recorders Information Network) <br />electronic central repository. <br /> <br />15. CONDOLENCE LETTER, To Commissioner Alon Wieland familv <br />MOTION, passed <br />Mrs. Schneider moved and Mr. Wagner seconded to authorize the <br />chairman to sign a letter of condolence to Commissioner Alon <br />Wieland and his wife, Merle, on the death of her mother, Alma <br />Cameron of Westhope, North Dakota. On roll call vote, the motion <br />carried unanimously. <br /> <br />16. <br /> <br />TAX-FORFEITED PROPERTY, Hearina on appraisal oftax-forfeited land <br />County Auditor Michael Montplaisir said this is the date and time advertised for a hearing on the <br />appraisal of tax-forfeited property. Commissioners received a copy of the notice of hearing sent <br />to cities and townships having tax-forfeited property in their jurisdiction. Mr. Montplaisir said this <br />is the time for hearing objections to the minimum sale price set by the Board at the second <br />meeting in October. Mr. Meyer opened the public hearing and called three times for any <br />comments from the audience on the appraisal of tax-forfeited property. No one asked to speak <br />at this time, and the chairman declared the public hearing closed. Sale of the property will take <br />place at 10:00 AM Tuesday, November 20, 2001. <br /> <br />- <br /> <br />17. FLOOD BUYOUT FUNDS, Update bv Lake Aaassiz Reaional Council <br />Irv Rustad, Lake Agassiz Regional Council, updated the Commission on flood buy-out properties <br />and the balance of funds from the 1997 flood. He said approximately $5,095,123 of FEMA and <br />State funds have been spent to date, leaving approximately $1,164,900 for a fund balance. This <br />amount includes program income from the sale and salvage of some of the properties. Funds <br />from the Department of Housing and Urban Development (HUD) have all been spent, he said. <br /> <br />Mr. Rustad provided a list of 8-1 0 other properties being considered for buy-outs, and he asked <br />the Board for direction on how they wish to proceed. Mr. Meyer said he favors proceeding with <br />the buy-outs so the county could finish this project. Mr. Wagner asked where the county <br />matching dollars would be paid from. Mr. Montplaisir said it will cost about $25,000 in matching <br />funds from the county. He estimated the contingency fund balance to be $10,000 and said a <br />budget adjustment could be made for the remainder. Also, some money will be realized from <br />the sale of the homes. He will put together a financial proposal for the next board meeting. <br /> <br />- <br />18. ROAD DEPARTMENT, Forest River emeraencv levee removal delaved <br />Keith Berndt, County Engineer, provided copies of an aerial photo and a plat map, in addition <br />to his memorandum dated October 26,2001, concerning removal ofthe Forest River emergency <br />levee constructed during last spring's flooding. This emergency dike was left in place after the <br />flood with the hope of acquiring the property and obtaining funding to make the emergency dike <br />
