Public Hearing--September 24, 2001 2 <br /> <br />Robert Clarke, Mayor of Kindred and fire department member, said the entire city council is in <br />agreement to support this move to form a fire district. The City of Kindred was not included in <br />the petition drive and, therefore, will not be taxed for the district. The intention is to contract <br />for services, and Mr. Clarke said their city attorney will prepare a contract for a specified dollar <br />amount. Other departments have contracts for services so the concept is not new. <br /> <br />Mark Kuhn, resident of rural Cass County and Chief of the Kindred Fire Department, said he <br />wished to echo the opinions of the citizens who spoke in favor of forming the district. Having <br />a tax base would help the fire department improve and upgrade their equipment so they can <br />do their job safely. <br /> <br />Mr. Meyer asked for any additional public testimony in favor of the proposed district and <br />hearing none, he invited public testimony against forming the proposed district. After calling <br />three times for any testimony against forming the district, Chairman Meyer declared the public <br />hearing closed. <br /> <br />BOARD CONSIDERATIONS, Resolution to proceed <br />in response to a question on the effect of the new fire district on existing ones, Mr. Mangin said <br />the new district will not infringe on any other district in operation at this time. Mr. Kuhn said <br />there is no animosity among any of the surrounding districts, and the spirit of cooperation has <br />been good. The new district will continue serving the same area it has always served. <br /> <br />A question was asked about 911 calls, and Mr. Mangin said where the call is directed depends <br />upon the telephone prefix where it originates. He said radio systems are not always <br />compatible so calls may take 1~ - 2 minutes longer when a transfer is involved. Mr. Wieland <br />invited Richland County to consider the joint dispatch operation being formed with Cass <br />County, Clay County in Minnesota, and the Cities of Fargo and Moorhead. MOTION, passed <br /> Robyn Sorum moved and Lynn Larsen seconded to adopt the <br /> resolution and order as follows: On roll call vote, the motion carried <br /> unanimously. <br /> <br />Order of the Joint Board of County Commissioners of Cass and Richland Counties <br /> Establishing the Kindred Community and Rural Fire Protection District <br /> <br />WHEREAS, <br /> <br />the Joint Board of County Commissioners of Cass and Richland Counties have <br />been petitioned to create the Kindred Community and Rural Fire Protection <br />District; and <br /> <br />WHEREAS, <br /> <br />the County Auditor of Cass County and the Finance Director of Richland County <br />have reviewed the petition signatures to ensure that at least sixty percent of the <br />resident freeholders of the area covered by the proposed Kindred Community <br />and Rural Fire Protection District have petitioned the Joint Board of County <br />Commissioners of Cass and Richland Counties to order the establishment of the <br />fire district; and <br /> <br />WHEREAS, <br /> <br />the Joint Board of County Commissioners of Cass and Richland Counties have <br />held a public hearing and heard testimony regarding the establishment of the <br />Kindred Community and Rural Fire Protection District; and <br /> <br /> <br />
