Commission Minutes--September 19, 2001 2357 <br /> <br />Mrs. Schneider said the North Dakota Attorney General's Office has stipulated that the <br />FCCEDC records be open to the public. She thinks the county should consider lowering its <br />contribution for administrative expense in light of the recent investigation concerning this <br />agency and its former president. She does not believe the severance package of John <br />Kramer should be borne by taxpayers. <br /> <br />Mr. Wagner suggested supporting FCCEDC by releasing the $175,000 for administration, <br />subject to a review of the policies and procedures relating to entertainment and travel <br />expenses. He believes an outside agency will be reviewing their records in the future. <br /> MOTION, passed <br /> Mr. Wagner moved and Mr. Wieland seconded that $175,000 for <br /> administrative funds be released to the Fargo Cass County <br /> Economic Development Corporation, contingent upon the <br /> implementation of new policies and procedures pertaining to travel <br /> and entertainment expenses. On roll call vote, the motion carried <br /> with four members voting "Aye" and Mrs. Schneider opposing. <br /> <br />The Board next discussed the amount of $80,000 budgeted for the FCCEDC Jobs Training <br />Program. Kathy Hogan, Social Services Director, was present and said she serves on a task <br />force for this program, and a lot of effort has gone into collecting data. Mrs. Schneider said <br />no concrete plan has been submitted yet to her knowledge. Mr. Meyer suggested <br />appropriating money for the program, and the dollar amount could be lowered somewhat, but <br />stipulating the money will not be released until a plan is approved by this Board. <br /> MOTION, passed <br /> Mrs. Schneider moved and Mr. Wagner seconded to reduce the <br /> funding for the Fargo Cass County Economic Development <br /> Corporation Jobs Training Program from $80,000 to $60,000 in the <br /> 2002 budget, with the stipulation that the money will not be <br /> released without a plan being approved bythe County Commission. <br /> On roll call vote, the motion carried unanimously. <br /> <br />ADJOURNMENT MOTION, passed <br /> On motion by Mr. Wieland, seconded by Mrs. Schneider and all <br /> voting in favor, the meeting was adjourned at 5:25 PM, with final <br /> budget adoption scheduled for the Commission meeting on <br /> October 1, 2001. <br /> <br />ATTEST: <br /> <br />APPROVED: <br /> <br />· -~chael Montplms~r - Auditor <br />Cass County, North Dakota <br /> <br />Johr{ Meyer, Chairman <br />Cass County Board of Commissioners <br /> <br /> <br />
