Commission Minutes--September 19, 2001 2356 <br /> <br />Sheriff's Department MOTION, passed <br /> Mr. Wieland moved and Mrs. Schneider seconded to reduce the <br /> overtime line item in the jail operations from $73,000 to $63,000, <br /> because of the delayed opening of the new jail since construction <br /> of the facility is behind schedule. On roll call vote, the motion <br /> carried unanimously. <br /> <br />MOTION, passed <br />Mr. Wieland moved and Mrs. Schneider seconded to move $50,000 <br />from the Sheriff's budget in the General Fund to the Jail Fund for <br />the 14-passenger transport bus, which will be used for prisoner <br />transportation. On roll call vote, the motion carried unanimously. <br /> <br />Extension Service MOTION, passed <br /> Mrs. Schneider moved and Mr. Wagner seconded to decrease the <br /> new employee line item in the Extension Service budget from <br /> $10,000 to $5,000 for the Parenting Resource Center grant position. <br /> On roll call vote, the motion carried unanimously. <br /> <br />State's Attorney <br />A coffee fund line item generated some discussion as to whether it should be a budget item, <br />as requested, or a department head expense. Mr. Burdick said it has nothing to do with <br />coffee for himself or staff but would be a way to pay for coffee he offers as a courtesy to <br />members of the public who are in the office for prolonged periods of time. Mr. Burdick said <br />the line item could be removed from the budget rather than taking more time to discuss it <br />today, and the Board suggested that department heads discuss how they handle similar <br />situations so that a uniform policy throughout the county may be followed. <br /> <br />Veterans Service Office MOTION, passed <br /> Mr. Wieland moved and Mr. Wagner seconded to reduce the <br /> Veterans Service Office line item for agency dues from $128.00 to <br /> $68.00 because the county pays dues for one association for each <br /> department head. On roll call vote, the motion carried with four <br /> members voting "Aye" and Mrs. Sorum opposing. <br /> <br />North Dakota Association of Counties <br />Mrs. Schneider said dues to the State Association have increased rather rapidly, and she <br />suggested that the executive committee review the dues structure again. A committee does <br />look at the dues, according to Mr. Wieland, and he explained the formula that is applied to the <br />counties. He said member counties pay 6% of the total budget of the association, and Cass <br />County pays about 10% of the total dues. <br /> <br />Job Development Fund <br />Mr. Wieland suggested not reducing the request of $175,000 for administration of the Fargo <br />Cass County Economic Development Corporation (FCCEDC), and adding language to the <br />contract concerning the open records law. <br /> <br /> <br />
