<br />Commission Minutes--September 17, 2001 2350 <br /> <br />Mr. Montplaisir said today is the time to receive public input, which could then be considered at <br />./ a special meeting called by the chairman for September 19,2001, at 3:30 PM. At that time, the <br />budget may be decreased, however, the total mill levy cannot be increased. The final budget <br />must be adopted on or before October 1,2001. <br /> <br />The chairman declared the public hearing open as it pertains to the 2002 county budget. <br />Jeannette Stanton, Fargo, asked the auditor for the amount budgeted for Fargo Cass County <br />Economic Development Corporation (FCCEDC), how much for employee salary increases, and <br />the amount proposed for County Commission raises. Mr. Montplaisir responded by saying 1.08 <br />mills are anticipated for the Job Development Fund, which includes funding for FCCEDC, the <br />Lake Agassiz Regional Council, and the U.S. Customs Service. He said $175,000 is budgeted <br />for FCCEDC administration and $80,000 for the Job Training Project. No funds are budgeted <br />in the Loan Pool for 2002. A 4% cost of living adjustment (COLA) is anticipated for county <br />employees. In addition, some employees will receive a step increase based on their <br />performance appraisal. County Commissioners will also receive a 4% COLA. <br /> <br />Chairman Meyer asked if anyone else in the audience was present to comment on the 2002 <br />budget. Mr. Montplaisir asked Mrs. Stanton for any specific recommendations on next year's <br />budget because the board will consider any public input at Wednesday's meeting. She had no <br />recommendations to give the board. The chairman asked for any other comments at this time, <br />and hearing none, declared the public hearing closed on the 2002 county budget. <br /> <br />11. SHERIFF'S DEPARTMENT, Public hearina on Law Enforcement Block Grant Funds <br />r' Glenn Ellingsberg, Sheriffs Department, said this is the date, time and place advertised for the <br />purpose of receiving public input on the expenditure of 2001 Law Enforcement Block Grant <br />Funds. The Sheriffs Department proposes using the funds to purchase law enforcement <br />equipment. Chairman Meyer opened the public hearing and invited comments from the <br />audience. Hearing none, the public hearing was closed. <br />MOTION, passed <br />Mrs. Sorum moved and Mr. Wieland seconded to accept the 2001 Law <br />Enforcement Block Grant Funds in the amount of $16,592.00, which <br />is included in their 2002 budget. On roll call vote, the motion carried <br />unanimously. <br /> <br />12. ANNEX 4TH FLOOR REMODELING, Bid awarded to Gast Construction <br />Bonnie Johnson, County Coordinator, said bids were opened at 10:30 AM today in the <br />Commission Room, Cass County Courthouse, for the 4th floor remodeling of the Cass County <br />Annex. This is an area that was unfinished when the building was originally constructed. <br /> <br />Architect Terry Stroh, of T.L. Stroh Architects, was present to report that ten bids were received <br />from area contractors. Sid amounts ranged from a low of $98,200 to a high bid of $123,400, <br />and the low bidder is Gast Construction of Fargo. Mr. Stroh talked with Gast Construction after <br />reviewing their bid and said they are anxious to begin the work. Completion is scheduled for 90 <br />days from the start of construction, and Mr. Stroh recommends awarding the bid to them. <br />MOTION, passed <br />- Mrs. Schneider moved and Mr. Wagner seconded to accept the bid of <br />Gast Construction in the amount of $98,200 for the Cass County <br />Annex 4th floor remodeling project. On roll call vote, the motion <br />carried unanimously. <br />
