<br />- <br /> <br />~ <br /> <br />/""' <br /> <br />Park Board Minutes--September 4, 2001 1 <br /> <br />CASS COUNTY PARK BOARD MEETING <br />COMMISSION ROOM, CASS COUNTY COURTHOUSE <br />SEPTEMBER 4, 2001--1 :15 PM <br /> <br />1. <br /> <br />MEETING TO ORDER <br />A meeting of the Cass County Park Board was called to order by the Vice Chairman, Chad <br />Peterson, at 1: 15 PM in the Commission Room, Cass County Courthouse. Five members <br />were present as follows: John Meyer, Robyn Sorum, Scott Wagner, Keith Burley and Chad <br />Peterson. Donna Schneider and Alon Wieland Were absent. Michael Montplaisir, County <br />Auditor, was also present. <br /> <br />2. <br /> <br />MINUTES APPROVED <br />MOTION, passed <br />Mr. Meyer moved and Mrs. Sorum seconded that the minutes of <br />the previous meeting of July 23, 2001, be approved as written. <br />Motion carried. <br /> <br />3. <br /> <br />BREWER LAKE, Bid advertisement for toilets/shower buildina <br />Board members received information in the mail prior to today's meeting of floor plans and <br />sketches prepared by Mr. Peterson for the proposed construction of a toilet and shower <br />building at the Brewer Lake campground near Erie. The proposal, dated August 14, 2001, <br />consists of Plan A, with an estimated cost of $40,000, and Plan B with an estimated cost of <br />$23,000. The plans differ in the type of foundation to be used for each and the lack of <br />showers in Plan B. The building would be ADA compliant under both plans. Types of <br />fixtures were discussed, and Mr. Peterson said the cost estimates do not include site work <br />or sanitary sewer work. <br /> <br />Mr. Burley said he contacted Terry Ludlum, of Fargo Cass Public Health, concerning the <br />size of the septic system that would be needed. The estimated cost of three 1,500-gallon <br />holding tanks and the drain field is $15,000. Mr. Montplaisir suggested including a dumping <br />station for motor homes, and Mr. Peterson said the cost would be minimal if the work is <br />done at the same time. <br /> <br />Mr. Montplaisir said the Park Board budgeted $55,000 for this project next year. The board <br />would have to budget for additional maintenance costs in future years in terms of water and <br />sewer, according to Mr. Burley. He estimated a new well would cost $10,000, if one is <br />needed, because of the age of the existing one. <br />MOTION, passed <br />Mr. Meyer moved and Mr. Wagner seconded to advertise for bids <br />next spring on Plan A and Plan B for Brewer Lake toilets/shower <br />building, retaining the right to accept or reject any and all bids. <br />Board members discussed the grant application <br />procedure/deadline, and Mr. Burley said work on the project <br />cannot begin before receiving grant approval. On roll call vote, <br />the motion carried unanimously. Mr. Burleywill be responsible for <br />the grant application, which must be filed by May 1 st. He said the <br />State of North Dakota makes their determination on June 1 st and <br />the Federal deadline for acting on the application is August 31. <br />Mr. Peterson will prepare the bid specifications. <br />
