<br />r- <br /> <br />1. <br /> <br />2. <br /> <br />3. <br /> <br />,.-. <br /> <br />4. <br /> <br />.-.. <br /> <br />Road Advisory Minutes--August 20, 2001 1 <br /> <br />ROAD ADVISORY COMMITTEE <br />AUGUST 20,2001--1:10 PM <br /> <br />MEETING TO ORDER <br />Commissioner Sorum called to order a meeting of the Road Advisory Committee at 1: 1 0 PM, <br />Monday, August 20, 2001, in the Commission Room, Cass County Courthouse. The following <br />members were present: Scott Wagner, Alon Wieland, Donna Schneider, Robyn Sorum, <br />Keith Berndt and Rich Sieg. John Meyer arrived later in the meeting. Dennis Rust, Jurgen <br />Suhr and Mark Johnson were absent. <br /> <br />2002 CONSTRUCTION PLAN, ADDroved <br />Mr. Berndt reviewed the 2002 construction plan which includes 3 overlays and 1 bridge <br />replacement. He discussed the cost of the projects and which projects qualify for state and <br />federal funding. <br />MOTION, passed <br />Mr. Wieland moved and Mr. Meyer seconded to approve the <br />proposed 2002 construction plan as presented by the county <br />engineer. Motion carried unanimously. <br /> <br />HIGHWAY 26 WEIGHT & SPEED LIMITS, Discussion <br />Robert and Randy Thompson were present. Mr. Berndt said Robert Thompson gathered <br />signatures and submitted a request in 1999 to designate Highway 26 as a state highway. The <br />North Dakota Department of Transportation is not interested in taking on any extra miles, <br />unless the county wants to swap roads. Mr. Berndt said currently the weight limit is 80,000 <br />pounds gross vehicle weight and the speed limit is 55 miles per hour, which is set by the state. <br />He said Robert Thompson would like the county to raise the weight and speed limits on this <br />road. <br /> <br />Mr. Robert Thompson discussed several reasons why he believes the road should either be a <br />state highway or the county should raise the speed and weight limits. He said there is not any <br />state road that runs east and west between 1-94 and Highway 200. Many sugar beet and <br />potato trucks would like to use Highway 26 for hauling their loads. He said Highway 26 is also <br />used by trucks delivering gravel for Cass County roads. <br /> <br />Mr. Wieland said raising speed and weight limits would be too costly for the county. Mr. <br />Berndt was concerned about overloaded trucks with incorrect axle configurations if the limits <br />were raised. There was discussion about the county taking on the frontage roads if the state <br />took on Highway 26. The committee asked Mr. Berndt to draft a letter to the state regarding <br />this issue and report back to the committee. <br /> <br />AYR ELEVATOR MAIN STREET FUNDING <br />Mr. Berndt did not include funds in the 2002 budget for Main Street reconstruction in the City <br />of Ayr. He traveled to Ayr and looked at the road. He said road usage seems closely <br />associated with the elevator in town as Main Street serves as the main entrance to the <br />elevator. He feels the city should negotiate with the elevator to help with funding. Mr. Wieland <br />said if the city wants county assistance, they would need to develop a plan to present to the <br />committee. <br />
