Commission Minutes-August 14, 2001 2332 <br /> <br />Reqional Child Support Enforcement <br />Regional Child Support Director Kathy Ziegelmann was present. She budgeted $10,000 for <br />overtime salaries to assist with arrears clean-up and interest on IV-D child support cases. She <br />discussed the importance of educational seminars for her staff and herself. She said the <br />national conference will be held in New York next year and will cost $2,000 per person. She <br />wants to send two employees, but would be willing to send only one employee. <br /> <br />Cass County Council on Aqinq/Fargo Senior Commission <br />Brian Arett, Executive Director of the Fargo Senior Commission, was present as well as Marion <br />Iverson, President of Cass County Council of Aging, and Reuben Braaten, Treasurer of Cass <br />County Council of Aging. <br /> <br />Mr. Arett discussed services the Fargo Senior Commission provides to citizens that includes <br />Meals on Wheels, transportation, outreach contacts and health screening. He said their <br />organization helps people to remain independent and stay in their homes. Ms. Iverson said <br />Cass County Council on Aging has 15 clubs throughout the county. Mr. Arett said Page, <br />Casselton and a number of other sites in Fargo and West Fargo have congregate dining for <br />senior citizens. <br /> <br />Itwas noted that expenditures were greater than revenues forthe fund. Mr. Montplaisir said part <br />of the reserve fund will be used and will leave a balance of $8,100. <br /> <br />County Recorder <br />County Recorder Deanna Kensrud was present. Mr. Montplaisir discussed the document <br />preservation fee and NDRIN funds, which are new for 2002. He said a $3.00 fee for document <br />preservation will raise $82,000 in 2002, with $53,000 spent out of the fund. He said $2.00 of the <br />fee will go into the NDRIN fund, which will raise $190,000. <br /> <br />Mrs. Schneider asked about document turn around time. Mrs. Kensrud said documents are <br />being returned within a month. Mr. Wieland asked if an additional staff person will help rather <br />than budgeting $30,000 in overtime. Mrs. Kensrud said she would not object to another staff <br />person, however she does not know where a new person would fit within her office. Mr. <br />Montplaisir suggested moving a public terminal to the Treasurer's Office to make room for <br />another employee. Mr. Wieland asked Mrs. Kensrud to work with the auditor and treasurer to <br />see if room will be available. <br /> <br />Mr. Wieland also feels that Mrs. Kensrud underestimated recording fee revenues for $400,000. <br />He feels it should be around $430,000. <br /> <br />Extension Services <br />Extension Agent Brad Cogdill was present. He budgeted $15,000 for a new digital copier. He <br />received proposals for a Lanier for $13,400 and a Cannon for $14,950. He knows other <br />departments in the county have purchased Lanier copiers. Mr. Montplaisir suggested looking <br />into the possibility of a standard maintenance agreement for the county with Office Systems, <br />which carries the Lanier brand. The commissioners were in consensus to purchase the Lanier <br />copier and to reduce this line item to $13,500. <br /> <br />He budgeted to replace three computers at a cost of $3,000 to the county. The other half will <br />be paid by NDSU. He also included $10,000 for a Parenting Resource Coordinator position. <br />He feels if the county includes this, it would help to show support for continued grant funding. <br /> <br /> <br />
