<br />- <br /> <br />16. <br /> <br />- <br /> <br />17. <br /> <br />Commission Minutes--August 6, 2001 2322 <br /> <br />MOTION, passed <br />Mr. Wieland moved and Mrs. Schneider seconded to adopt Resolution <br />#2001-21 relating to a project under the Municipal Industrial <br />Development Act, giving the project preliminary approval (Shanley <br />High School Project), subject to a public hearing to be held at a <br />regular meeting of the Board of Cass County Commissioners <br />beginning at 3:30 PM on September 4, 2001; and subject to further <br />review by the State's Attorney. On roll call vote, the motion carried <br />unanimously. <br /> <br />GIS POSITION AUTHORIZATION, Authorization to proceed with advertisina <br />Mr. Montplaisir provided background information on the proposed GIS (Geographical <br />Information Systems) Coordinator position. This position will be responsible for assisting county <br />departments with their efforts to implement GIS, he said. Fox Lawson Associates graded the <br />position at C44 on the county pay scale, and the employee will report directly to the Information <br />Services Director. Mr. Holmbeck said the county has reached a point where a full-time position <br />is needed to oversee the development of the applications. <br /> <br />Mrs. Schneider suggested beginning the position on January 1,2002. Mr. Montplaisir said the <br />earliest possible hiring date would be October 1, however, he thought November 1 would be <br />more realistic, and they would like to hire someone as soon as possible. He said the county has <br />budgeted $200,000 a year for the past couple of years, and the salary for this position would <br />be paid from that fund. <br />MOTION, passed <br />Mr. Wagner moved and Mr. Wieland seconded to authorize the Ad Hoc <br />GIS Committee to proceed with advertising for the GIS Coordinator <br />Position, in accordance with a letter from Mr. Montplaisir dated July <br />30,2001, and to create a position number for the GIS Coordinator; the <br />hiring date to be effective November 1, 2001. On roll call vote, the <br />motion carried unanimously. <br /> <br />INFORMATION SERVICES, Leave of absence and temporarv hire approved <br />Robert Holmbeck provided information that an employee in his department has requested a <br />military leave of absence for approximately six months. Mr. Holmbeck would like to hire an <br />intern, who is currently working in the Information Services Department, to temporarily replace <br />the employee who will be on military leave. He would suggest hiring the intern as a Network <br />Specialist I until the Network Specialist II returns from his leave of absence. <br /> <br />Mr. Meyer said it is important for the employee on leave of absence to know that no benefits will <br />accrue during the leave of absence, and the employee will be responsible for paying a pro-rated <br />share for continued group health insurance coverage. <br /> <br />Mrs. Schneider questioned the request to hire an intern currently working in the department <br />because of the county's policy to openly advertise all vacant positions, including temporary <br />positions. Bonnie Johnson, County Coordinator, suggested extending the internship for the <br />- duration of the leave of absence and offering a salary at the beginning wage of the Network <br />Specialist II position, or hiring through a temporary employment agency. <br />
