<br />.- <br /> <br />- <br /> <br />15. <br /> <br />-- <br /> <br />Commission Minutes--August 6, 2001 2321 <br /> <br />Dated this 6th day of August, 2001. <br /> <br />As stated in the resolution, Mrs. Johnson said the next step is for the County Auditor to send <br />a notification letter to wireless service providers concerning collection of the 911 fee. The <br />revenues will be collected and remitted on a monthly basis to the County Treasurer, who shall <br />create a separate wireless 911 fund pursuant to the century code. <br /> <br />13. <br /> <br />SHERIFF'S DEPARTMENT, Introduction of K-9 patrol <br />Sheriffs Department Investigator, Mitch Burris, introduced Bailey, a Labrador puppy being <br />trained for narcotics enforcement in Cass County. He demonstrated how the dog is learning to <br />search and find illegal drugs. <br /> <br />14. <br /> <br />ANNEX REMODELING, Veterans Service Office fjlina svstem <br />Commissioners Wieland and Wagner viewed the Veterans Service Office space prior to today's <br />meeting, and they measured the filing cabinets to see if they would fit into the space the Board <br />approved on July 9,2001, as remodeling concept #1 with revisions. Mr. Wieland recommends <br />taking no further action today, in effect proceeding with the motion adopted at the July 9th <br />Commission meeting. The plan includes construction of a wall, with the door in the center so <br />the present filing cabinets could be placed on either side of the room, to also be occupied by <br />one of the office staff. Mr. Wagner believes the files can easily exist in this space, with shelves <br />above for storage. Mr. Wieland said this would be an acceptable plan to Mr. Brent. <br /> <br />Robert Holmbeck, Information Services Director, was present for another topic on the agenda, <br />however, when asked about scanning the over-sized records in the Veterans Service Office, he <br />said he is still looking at ways to merge software applications. Mr. Wieland said staff time and <br />storage needs could be reduced by scanning large books, so they could be viewed on the <br />computer, and then storing the books off-site. Mr. Holmbeck will continue to study scanning <br />options. No other action was taken by the board. <br /> <br />RESOLUTION #2001-21, MIDA Bond application for the Diocese of Farao <br />Attorney James Stewart, from Arntson & Stewart, P.C., was present requesting preliminary <br />approval on the issuance of bonds for a project owned and operated by the Diocese of Fargo <br />through the Fargo Catholic Schools Network (Shanley High School Project). A public hearing <br />is requested at the regular meeting of the Cass County Commission on September 4, 2001. <br />The bond issue is not to exceed $4,500,000.00 in 2001 and the remainder in 2002, for a total <br />bond issue of approximately $7,500,000.00. Mr. Stewart asked if the board would consider <br />holding one public hearing on both series of bonds, even though one issue would be in 2001 <br />and the other in 2002, because it is his opinion that public approval is good for up to one year. <br /> <br />Michael Montplaisir, County Auditor, said the proposed $4.5 million bond issue would bring the <br />county's total to about $9 million for 2001. The annual limit is $10 million in bonds, and he said <br />it would be helpful to have the remaining $1 million in case any other projects come up before <br />the end of December. If the public hearing includes the proposed 2002 bond issue, he said the <br />county would be obligating that amount out of next year's $10 million bond limit. <br /> <br />Birch Burdick, State's Attorney, had some questions about splitting the bond issue for two <br />different years, and he would like more time to research the statutes on the dollar amount to <br />be included in the public hearing notice. <br />
