Sheriff Rudnick said the County Commission will need to make a determination at budget
time about hiring food services staff or contracting it out, either with the current food service
,~ provider or another one. Concerning the proposed hiring of one new maintenance worker,
Ms. Johnson said the current staff of two and the new employee would be cross-trained to
work in the jailor at the Courthouse and Annex campuses. based on workload needs.

Ms. Boucher referred to the jail model to explain staffing and security in the new facility.

Concerning the use of civilian or licensed peace officers, Mr. Rowenhorst said it is his
position that the jail can operate without licensed law enforcement officers. He said it is not
a requirement to be licensed, however, the staff needs to have knowledge and training to
perform the job duties. Ms. Schneider asked for information at a later date on the status of
current staff and the proposal for future positions as it relates to civilian or sworn officers.

Ms. Schneider said she has some questions about the number of new positions being
requested and would like more information on which positions would be considered a
necessity and which would be the ideal. She is specifically interested in hearing more about
the middle management tier. such as the deputy administrator/training coordinator and the
program coordinator/classification officer.

In conclusion. Mr. Rowenhorst said he anticipates finalizing a staffing plan during the first
week of August and said it will be up to the County Commission to act on it. He said a
staffing plan should be updated at least annually, during budget considerations.

--

4.

ADJOURNMENT
With no further items to discuss atthis time. the joint commission/transition team meeting was
adjourned at 1 :30 PM.

Minutes prepared by Joyce Schepp, Administrative Secretary

r-
