<br />-- <br /> <br />14. <br /> <br />.- <br /> <br />Commission Minutes--June 18, 2001 2302 <br /> <br />County Coordinator Bonnie Johnson received a telephone call from a property owner who may <br />also be interested in selling some land near the Courthouse, at the corner of 9th Street and 2nd <br />Avenue South. <br />MOTION, passed <br />Mr. Wieland moved and Mr. Wagner seconded to table the parking lot <br />purchase agreement until the next meeting. Motion carried. <br /> <br />COMMISSION POLICY MANUAL, Amended to add Section 14.84. Grant-Funded Positions <br />Mr. Wagner asked the Board to consider adopting a policy concerning grant-funded positions <br />in county offices. The proposed policy requires department heads to give notice to the board <br />of commissioners prior to obtaining funding for a grant. Most department heads may already <br />do that, however, he said it has not been a written policy of the board. He feels it is important <br />for the board to know about grant positions in terms of support staff and providing work stations <br />and equipment. The proposed policy also contains language that any employee hired under <br />a grant will be terminated when the grant money is no longer available. <br /> <br />Mr. Burdick asked if sending notice to the County Commission means getting prior approval, <br />and Mrs. Johnson sees the purpose of the policy being a courtesy issue since the actual grant <br />application generally would be signed by the chairman. Mr. Burdick also suggested changing <br />the language whereby any employee hired under a grant 'may' be terminated, rather than saying <br />'will' be terminated, when the grant money is no longer available. There may be some instances <br />where the county would pay a certain percentage of a grant position in order to receive partial <br />reimbursement in the subsequent years. Mrs. Johnson said county hiring documents contain <br />language indicating grant positions are contingent upon continued grant funding. <br /> <br />Commissioners discussed the time frame for giving notice to the board before applying for a <br />grant, and Mr. Burdick said it would be unusual not to have at least one month's notice of grant <br />money being available. This would be ample time to communicate with the board prior to <br />making the application. <br />MOTION, passed <br />Mr. Wagner moved and Mrs. Schneider seconded to amend the <br />Commission Policy Manual by adding Section 14.84, Grant-Funded <br />Positions, to include the word 'may' instead of 'will' when referring to <br />employee termination at the expiration of the grant. On roll call vote, <br />the motion carried unanimously. <br /> <br />15. COMMISSION MEETING DATES, Chanae Julv meetina dates to 2nd and 4th Mondavs <br />Due to scheduling conflicts, Chairman Meyer recommended the July meetings be changed to <br />the second and fourth Mondays, July 9 and 23. This schedule will affect rotational department <br />meetings for July, changing the Social Services Board meeting to July 9th and the Road <br />Advisory Committee to July 23. All departments and the local media will be notified, if the <br />schedule is revised. <br />MOTION, passed <br />Mrs. Schneider moved and Mr. Wagner seconded to adopt the July, <br />-. 2001, meeting schedule as the second and fourth Mondays, instead <br />of the first and third Mondays, due to scheduling conflicts. On roll <br />call vote, motion carried unanimously. <br />
