exclusion of farm outbuildings from property taxation, and he said there is no income
qualification guidelines to meet on farm buildings. He is not requesting an exemption on the
residence located on this property. He said all of the outbuildings are being used for
agricultural purposes, such as for horses, storage of grain and machinery. He believes it comes
down to the use of the buildings, and has nothing to do with income.

In conclusion, Mr. Klein said he does not believe Mr. Schmitz has met the burden of proof that
this property is used in conjunction with a farm operation. Since some questions remain
unanswered to him, he recommends denying the appeal.
Mrs. Schneider moved and Mr. Wagner seconded to deny the appeal
of Bob Schmitz for property located in Kinyon Township. Discussion:
Mr. Wagner said Mr. Schmitz indicated he has other income, however,
he has not provided additional information requested by Mr. Klein.
Also, Mr. Wagner does not believe Mr. Schmitz has met the burden of
proof, required by State statutes, to qualify for a farm exemption. At
the call for the question, the motion carried unanimously.
At the request of the Rich Township Assessor, Mr. Klein said a Notice of Increase was sent to
Espen Dalgliesh for an 8.57 acre rural residence near Ayr, North Dakota. The township
to contact the owner in time for the township equalization meeting. Therefore, the county board
of equalization is being asked to raise the assessment from $16,800 to $40,000 so the
assessment is equalized. Mr. Meyer asked if Espen Dalgliesh, or anyone representing this
property owner, was present at today's meeting. No one addressed the board at this time.
Mr. Wieland moved and Mrs. Sorum seconded that the Espen
Dalgliesh property located in Section 35, Rich Township, be increased
