Greg McDonald, Cass County Emergency Manager, said <br />he did not receive any inquiries about the plan in his office, and no one asked to see the copy <br />that was available in the Cass County Commission Office since the last meeting when the plan <br />was presented to the Board. <br />MOTION, passed <br />By virtue of the authority vested in the Board of County <br />Commissioners, Mrs. Sorum moved and Mrs. Schneider seconded to <br />adopt the Cass County Multi-Hazard Mitigation Plan as part of Cass <br />County's long-term recovery strategy which promotes pre- and post- <br />disaster mitigation measures for hazards involving floods, winter <br />storms, summer storms, hazardous materials, urban and rural fires, <br />drought, and dam failures. The overall intent ofthis plan is to identify <br />opportunities to reduce the impact of future disasters and <br />emergencies. On roll call vote, the motion carried unanimously. <br /> <br />7. <br /> <br />.- <br /> <br />r-- <br /> <br />U.S. FISH & WILDLIFE SERVICE, Proposed land acauisition in Eldred Township <br />Chairman Meyer stated that a public hearing was held April 16, 2001, at 9:30 AM, in the <br />Casselton City Council Chambers, concerning the proposed acquisition of 15.08 acres by the <br />U.S. Fish and Wildlife Service. The land is abandoned railroad property and would be used as <br />a waterfowl production area. Attending the hearing were four Cass County Commissioners and <br />county staff, as well as representatives from the Fish and Wildlife Service and the Cass County <br />Wildlife Club. Comments received at the public hearing favored the acquisition of this property <br />by the U.S. Fish and Wildlife Services. <br /> <br />Tammy Fairbanks, representing the U. S. Fish and Wildlife Service at today's rneeting, <br />requested a favorable recommendation to North Dakota Governor John Hoeven to approve the <br />acquisition ofthis land, which is bounded on both sides by an existing waterfowl production area <br />near Alice, North Dakota. Ms. Fairbanks indicated that the comment period was extended to <br />May 11, 2001, for written comments to be submitted to the Board of County Commissioners. <br />None were received. <br />MOTION, passed <br />Mr. Wieland moved and Mrs. Schneider seconded that the Cass <br />County Board of Commissioners respectively recommend that the <br />Governor approve this proposal for acquisition of 15.08 acres in <br />Eldred Township, Cass County, North Dakota, for a waterfowl <br />production area. On roll call vote, the motion carried unanimously. <br /> <br />8. <br /> <br />JOINT DISPATCH/911 SERVICES, Joint Powers Aareement <br />Bonnie Johnson, County Coordinator, provided the history on recent discussions and public <br />meetings concerning joint dispatch/911 services. Mr. Wieland stated this has been a topic of <br />discussion for the past 10-12 years, and he is hopeful that a joint communications center will <br />be approved by all of the entities involved in the current discussions. <br /> <br />Mrs. Johnson said the proposed joint powers agreement would be precedent-setting in nature, <br />in that it would be the first dispatch center to cross State lines. The agreement includes Cass <br />County and the Cities of Fargo and West Fargo in North Dakota, as well as Clay County and <br />the City of Moorhead in Minnesota. F-M Ambulance Services is also a party to this agreement. <br />
