Park Board Minutes--April16, 2001

2

MOTION, passed
Mr. Burley moved and Mr. Meyer seconded to establish an accessible
route to the fishing dock for handicapped individuals at an estimated
cost of $1,180-$1,200. Discussion: Mr. Peterson volunteered the
services of Lightowler Johnson, his employer, to do the design work
on the project. On roll call vote, the motion carried unanimously.

~

The next item of discussion related to the maintenance of roads within the park and the
possibility of alleviating some sections, making them into walking areas instead, and
designating parking areas and the swimming area. Mr. Burley had drawn out several options
of how the road system in the park might be improved.

Mr. Wieland introduced Louis Rieke, caretaker at the county park. Mr. Rieke said a Boy Scout
Troop from Hunter is coming out to Brewer Lake to help clean up debris for a service project.

At this point, discussion turned to whether or not the county park should be more like a full-
service park or to maintain the status quo. Mr. Wieland asked if upgrading to a full-service
park would necessitate additional on-site staff. Mr. Burley said that is a possibility, and he
recommends implementing a camp host program, which the Park Board talked about last year.

Commissioners Wagner and Sorum had an opportunity to view the Brewer Lake area last week
with Mr. Montplaisir, and Mr. Wagner believes it would be a good idea to phase-in some of the
upgrades being discussed today.
~
Mr. Burley said the most expensive upgrade that the park board has discussed in previou~
years, as well as today, is a modern public restroom at an estimated cost of $35,000-50,000.
He suggested considering this item and applying for a grant in 2002 or 2003. Mr. Peterson
said he is familiar with preparing grant applications and suggested applying for funds for the
handicapped-accessible ramp and the public rest room to meet ADA guidelines. Mr. Burley
said he was advised that there are a lot of applications from other communities this year and
it would be best to apply in May, 2002.

Concerning the county park mill levy being at one mill in this year's budget, Mr. Montplaisir
said this would generate about $38,000. Over the years, Mr. Wieland said he does not
believe there have been any complaints about levying the one mill for parks.
MOTION, passed
Mrs. Schneider moved and Mr. Meyer seconded to proceed with a
minimum three-year plan of maintenance and upgrading the county
park facility at Brewer Lake. On roll call vote, the motion carried
unanimously.

Chairman Wieland appointed a committee to prioritize improvements at Brewer Lake and bring
the recommendations back to the next park board meeting. The committee will consist of the
following park board members: Keith Burley (to serve as chairman), Robyn Sorum, Scott
Wagner, Chad Peterson, and County Engineer Keith Berndt. Mr. Montplaisir and Mr. Rieke_
will serve as resource people to the committee. Other resource people could be thos
interested in camp hosting, as Mr. Burley is aware of two couples interested in that program.
