MEETING TO ORDER <br />Chairman John Meyer called the meeting to order at 3:30 PM with all members present as <br />follows: Donna Schneider, Alon Wieland, Scott Wagner, Robyn Sorum and John Meyer. <br /> <br />2. MINUTES APPROVED <br />MOTION, passed <br />Mr. Wieland moved and Mrs. Sorum seconded that the minutes of the <br />last regular meeting held April 2, 2001, and minutes of the special <br />meeting held April 11 , 2001, be approved as written. Motion carried. <br /> <br />3. <br /> <br />AGENDA, Order aDDroved <br />MOTION, passed <br />Mr. Wieland moved and Mrs. Schneider seconded to approve the <br />order of the agenda with the following additions to the consent <br />agenda: 1) use of emergency funds for flood-fighting efforts and road <br />repairs; and 2) contract with All-Terrain Grounds Maintenance for <br />lawn care at Springvale Cemetery. On roll call vote, the motion <br />carried unanimously. <br /> <br />-- <br /> <br />4. RESOLUTION #2001-5 and #2001-6, Declaration of Emeraencv and Disaster Declaration <br />MOTION, passed <br />Mr. Wagner moved and Mrs. Schneider seconded to adopt Resolution <br />#2001-5 ratifying the Declaration of Emergency due to spring flooding, <br />signed by Chairman John Meyer on April 7, 2001, and to adopt <br />Resolution #2001-6, Disaster Designation, as follows: On roll call <br />vote, the motion carried unanimously. <br /> <br />DISASTER DECLARATION <br /> <br />WHEREAS, the County of Cass has a very high soil moisture content from <br />precipitation received in both the years 2000 and 2001; and <br /> <br />WHEREAS, severe spring flooding is significant due to runoff and accompanied <br />by recent precipitation; and <br /> <br />WHEREAS, the impact of this runoff and recent precipitation threatens the health, <br />well-being and public safety of citizens in Cass County; and <br /> <br />- <br /> <br />WHEREAS, necessary mitigation measures, preparedness actions and other <br />responses were implemented to protect public health and safety; and <br /> <br />WHEREAS, damages to public and private property in addition to roads are <br />beyond normal anticipation and budgeted funds. <br />
