<br />Road Advisory Minutes-March 19,2001 1 <br /> <br />ROAD ADVISORY COMMITTEE <br />MARCH 19,2001--1:30 PM <br /> <br />- <br /> <br />I. MEETING TO ORDER <br />Commissioner Sorum called to order a meeting of the Road Advisory Committee at 1 :30 PM, <br />Monday, March 19,2001, in the Commission Room, Cass County Courthouse. The following <br />members were present: Scott Wagner, Alon Wieland, Robyn Sorum, Keith Berndt, Dennis <br />Rust, Jurgen Suhr and Rich Sieg. John Meyer, Donna Schneider and Mark Johnson were <br />absent. <br /> <br />2. CITY OF AYR, Reauest for Main Street reconstruction <br />Rand McLeod, Mayor of Ayr, and Matt Winsand, Arthur Elevator manager, were present to <br />discuss their request. Mr. McLeod said the City of Ayr is requesting help to replace their main <br />street in town, which is not a county road. He said with the elevator expansion, the traffic <br />volume is expected to double. He said the elevator will bring that much more income into Cass <br />County with the expansion. The city is requesting that main street be an alternate to County <br />Road 3. The road is 3/8 of a mile long and 35 feet wide. Mr. McLeod said the road was last <br />paved in 1958 and has a very thin asphalt layer remaining. <br /> <br />Mr. Winsand said trucks now come off County Road 3 but with the expansion, the traffic will <br />increase and will be using the whole stretch of the main street. He said the street will not be <br />able to handle the extra weight and the city, with a population of 24, does not have the tax base <br />to fund and maintain this project. <br /> <br />,.--. <br /> <br />Mr. Berndt asked if the road is used for any through traffic and Mr. McLeod said local residents <br />and those traveling to the elevator use main street. <br /> <br />Mr. Wieland said the City of Leonard had a similar situation and requested funds from the <br />county. He would like to see the decision the county reached with Leonard. He also suggested <br />that he and other commissioners go to Ayr to look at the road in question. He suggested that <br />this item be scheduled for consideration at a future Road Advisory meeting. Mr. Winsand asked <br />when the Commission will make a decision. Mr. Wieland said if the Commission were to help <br />with funding, a decision would have to be made by late July for budget purposes. <br /> <br />3. COUNTY HIGHWAY 17 CORRIDOR STUDY, Steerina committee to be established: studv <br />oroiect descriotion aooroved <br />Mr. Berndt referred to the description of the project included in the informational packet sent to <br />committee members. He asked the committee for their continued support of the corridor study <br />along County Highway 17 and suggested a steering committee be established with <br />representatives from Fargo, West Fargo, Horace, Stanley Township, Barnes Township and <br />Cass County to help with this process. He will ask each entity to provide a representative for <br />this committee. He would like the committee to be in place after the proposal deadline in order <br />to review the proposals together. <br />MOTION, passed <br />,....... Mr. Wieland moved and Mr. Sieg seconded to approve the Cass <br />County Road 17 Corridor Study Project Description with Cass County <br />as the lead agency and to authorize the County Engineer to establish <br />a Highway 17 Study Steering Committee with representatives from <br />Fargo, West Fargo, Horace, Stanley Township, Barnes Township and <br />Cass County. Motion carried. <br />
