Advisorv Boards <br />MOTION, passed <br />Mr. Wieland moved and Mr. Wagner seconded to approve the <br />appointment of Mari L. Bell to the Southeast Human Service Center <br />Regional Council for a two-year term to expire December 31,2002, to <br />replace Delvin Fischer, who declined the Board's appointment of <br />January 2,2001. On roll call vote, the motion carried unanimously. <br /> <br />7. CONTRACT APPROVAL, Joel Quanbeck: Thyssen Laaerauist Elevator: Farao Cass <br />County Economic DeveloDment CorDoration <br />MOTION, passed <br />Mr. Wieland moved and Mr. Wagner seconded to approve the <br />following contracts submitted by respective department head, subject <br />to state's attorney approval, and authorize the chairman to sign: On <br />roll call vote, the motion carried unanimously. <br /> <br />Joel Quanbeck--2001 planning services; <br />Thyssen Lagerquist Elevator--continue elevator maintenance service at the <br />Cass County Annex for the next ten months, at a cost of $170.00 per <br />month; <br />Fargo Cass County Economic Development Corporation--Growth Initiative Fund <br />Amendment No.3 to Memorandum of Understanding. <br /> <br />AUDITOR'S OFFICE, Award to Debra Ness. CPA <br />Mr. Meyer read a letter of appreciation to Debra Ness, CPA, from the County Auditor's Office. <br />Mrs. Ness was awarded for her work on the Popular Annual Financial Report (PAFR) by the <br />Government Finance Officers' Association. Mr. Montplaisir also commended Mrs. Ness on her <br />work for the county. <br /> <br />SHERIFF'S DEPARTMENT, Award to Glenn Ellinasbera and DuWayne Nitschke <br />Mr. Larry Heuer, President of the North Dakota Peace Officers' Association, was present and <br />gave Life Saving Awards to Captain Glenn Ellingsberg and Sergeant DuWayne Nitschke for <br />their life-saving efforts in two separate county incidents last year. <br /> <br />JAIL UPDATE, Transition Services ProDosal <br />Jail Coordinator Bonnie Johnson described the transition team and said beginning today, they <br />will be working full-time on the jail transition. She introduced the team to commissioners: Jail <br />Administrator Walt Willis, Sergeant Linda Skogen, Sergeant Michele Boucher, Correctional <br />Officer Kelly Perez and Work Release Coordinator Carlos Perez. She said that she and Mr. <br />Montplaisir also serve on the team. <br /> <br />Mrs. Johnson introduced Jim Rowenhorst, who is a national jail consultant and will be working <br />with Cass County on the jail transition. Mr. Rowenhorst reviewed the summary of transition <br />process and referred to several handouts. He said there are 81 major tasks that make up the <br />transition plan. He stressed the importance of the transition process and the team. <br />
