Commission Minutes--January 2, 2001 2232

repeated the above stated motion with the inclusion of three
.'--' landowners along the river to serve on the committee. At the call for
the question and upon roll call vote, motion carried unanimously.

26. COMMISSION POLICY MANUAL AMENDED, ADDointment to various boards
Mrs. Sorum asked to move this item from the consent agenda for some discussion before the
board appointments are made. She questioned why an applicant for appointment to the Maple
River Water Resource Board was not included in the Chairman's memorandum of December
22, 2000, because the applicant told her that he had the support of three commissioners. She
also asked why another applicant was not appointed to the Social Services Board.

Mr. Meyer explained the procedure for board appointments and said vacancies are advertised
in the county's official newspaper, notice is provided to the chamber of commerce, and current
board members are given an opportunity to reapply. He said he spoke with both applicants for
the Maple River Water Board and saw no reason to replace the current board member because
he is doing a good job. Mr. Wieland was also supportive of the current board member,
particularly because of a large project they are undertaking, which is the proposed Maple River
Dam. However, he suggested that Mrs. Sorum offer a motion to consider her choice for the
appointment, and the Commission could vote on the two names. He said the list of board
appointees prepared by the Chairman is subject to the full board's approval.

r-

Mrs. Schneider said there are vacancies on other boards, such as the County Park Board,
Planning Commission and School Reorganization Committee where another name could be
considered. Mr. Meyer said he is recommending thatthe second applicantforthe County Social
Services Board, other than the incumbent board member, be appointed to represent Cass
County on the Southeast Human Service Center Regional Council.

Concerning the Maple River Water Board appointment, Mr. Wagner said he was approached
by one of the candidates a number of times and said he would give it his consideration but did
not make a commitment at the time.

Jeannette Stanton questioned the method of board appointments and said the chairman only
has the authority the other board members give him. Mr. Wieland said the chairman makes the
suggestion and the approval is given by the full board.
MOTION, passed
Mrs. Schneider moved and Mr. Wieland seconded to amend
Commission Policy Manual Section 4.00, Advisory Boards, and
Section 14.01, Standing Committees, with 2001 appointments as
follows: The motion carried on roll call vote with four members
voting "Aye" and Mrs. Sorum opposing.

~

Social Services Board
(term runs concurrent with respective Commission term)
Donna Schneider
Alon Wieland
John Meyer
Scott Wagner
Robyn Sorum
