<br />Commission Minutes-October 2, 2000 2205 <br /> <br />In conclusion, Mr. Ellingsberg said the county may need to consider purchasing a second <br />AS400 system as a back-up so there is never any downtime for jail staff or the rest of the <br />county. When he completes his review of the jail computer system, Mr. Ellingsberg will prepare <br />a final report to the commission. <br /> <br />10. JAIL TRANSITION TEAM, Schedule modification <br />Bonnie Johnson, Jail Project Coordinator and transition team member, updated commissioners <br />on the jail construction schedule, as outlined in her memorandum dated September 21,2000. <br />The general contractor, Meinecke-Johnson Company, specified completion of the building in <br />600 days from the date ofthe contract execution, which was June 21,2000. Therefore, the jail's <br />completion date of February 8,2002, will be about six weeks later than originally estimated, and <br />she is recommending delaying the start of transition team duties by six weeks also because a <br />number of their tasks cannot be completed until the building is done. She said this will also give <br />the jail staff and the information services staff an additional six weeks now to work on software <br />needs. <br /> <br />Chairman Meyer, Mrs. Johnson and Mr. Willis met last week to discuss office space for the <br />transition team members, and it appears they can utilize office space on second floor in the <br />courthouse until possibly next spring when an office trailer will be rented and set up on the jail <br />site. The trailer may actually be delivered this fall, however, the county would not begin paying <br />for rent or heat until possibly next April. She said this may not be the last time the schedule <br />needs to be modified, as the jail construction progresses. <br /> <br />Since Mr. Willis has already conducted interviews and made job offers to five people, Mrs. <br />Johnson suggested a moratorium on any further hiring of jail staff at this time and to fill future <br />openings with these new hires, as they occur. <br /> <br />11. COMMISSION POLICY MANUAL, Contracts Section 29.00 revised <br />Mr. Wieland and Mrs. Quick met with Birch Burdick, State's Attorney, last week regarding some <br />revisions to the Commission Policy Manual Section 29.00, Contracts. Mr. Wieland suggests <br />omitting the portfolio commissioner signature and including a deadline date for returning <br />contracts to the Commission Office after approval by the state's attorney. Mark Boening, <br />Assistant State's Attorney, was in attendance at today's meeting in place of Mr. Burdick, who <br />is preparing for a trial this week. Mr. Burdick has no objections to the proposed policy change, <br />according to Mr. Boening. Mrs. Quick said these small changes should improve the turn-around <br />time for getting contracts approved and signed. <br />MOTION, passed <br />Mrs. Quick moved and Mrs. Schneider seconded to amend <br />Commission Policy Manual Section 29.00, Contracts, as proposed by <br />Mr. Wieland. On roll call vote, motion carried unanimously. <br /> <br />12.
