<br />Commission Minutes--September 5,2000 2189 <br /> <br />MOTION, passed <br />Mrs. Schneider moved and Mrs. Quick seconded to increase special <br />events rates to $35.00 per hour, effective January 1, 2001, and that the <br />deputies assigned to the event be compensated at $30.00 per hour. <br />Discussion: Mr. Koenig said there are other costs to the county <br />besides the officers' time, such as county vehicle and uniform <br />expenses, and he suggested that the deputies receive $28.00 and the <br />county receive $7.00 of the $35.00 rate. Mr. Thoreson agreed there are <br />some overhead costs. Mr. Koenig said the new rate amounts to a 40% <br />increase and of that amount, deputies would be receiving a 50% <br />increase in their compensation. He believes $28.00 per hour is a good <br />rate of pay. <br />AMENDED MOTION, failed <br />Mr. Koenig moved to amend the motion to increase special events <br />rates to $35.00 per hour, effective January 1, 2001, and the deputies <br />assigned to the event be compensated at $28.00 per hour, with the <br />county receiving $7.00 per hour. Mr. Wieland seconded the motion for <br />discussion purposes and said he has observed deputies working at <br />special events. Some of their experiences are not pleasant, he said. <br />Mr. Thoreson believes an increase in compensation will help generate <br />more interest and willingness on the part of the deputies to work at <br />special events, especially those held in the summer months. Also, he <br />said there is no reimbursement for travel time for out-of-town events. <br />At the call for the question, the amended motion failed on a 3-2 vote, <br />with Commissioners Koenig and Meyer voting "Aye" and <br />Commissioners Quick, Schneider and Wieland voting "No." Further <br />discussion: Mrs. Quick believes the increase is justified since the <br />rates have stayed the same for quite a number of years. At the call for <br />the question on the original motion, the motion carried unanimously. <br /> <br />13. SHERIFF'S DEPARTMENT, Hazardous materials contract <br />Captain Glenn Ellingsberg was present and asked to postpone this agenda item since he is <br />waiting for a new proposed contract from the State of Minnesota for handling hazardous <br />materials. A contract between the City of Fargo and Cass County's rural fire departments was <br />previously being reviewed by the State's Attorney, however, there was a concern expressed by <br />the insurance carrier for the fire districts, and that contract is no longer pertinent. <br /> <br />Mr. Ellingsberg said a change in policy by the State of Minnesota, concerning use of their <br />equipment by rural Cass County fire departments, has prompted him and the State's Attorney <br />to pursue reviewing the contract with Minnesota, which already includes the City of Fargo. All <br />of Cass County could then be included for training individuals and the use of equipment for <br />handling hazardous materials. Mr. Ellingsberg hopes to have a sample agreement on the next <br />Commission agenda, and if approved, he would have a contract signed by January 1, 2001. <br />The board encouraged him to pursue this agreement as quickly as possible. <br /> <br />14.
