Commission Minutes--August 22, 2000 2182 <br /> <br />DEPARTMENT HEADS--PLEASE POST IN A CONSPICUOUS PLACE FOR STAFF TO READ <br /> <br />I1= <br /> <br /> RECESSED MEETING OF CASS COUNTY BOARD OF COMMISSIONERS <br /> MEETING IN BUDGET SESSION <br /> AUGUST 22, 2000 <br />MEETING TO ORDER <br />Chairman John Meyer reconvened the budget meeting at 8:00 AM on August 22, 2000, in the <br />Commission Room, Cass County Courthouse, with members present as follows: Donna <br />Schneider, Robbie Quick, Alon Wieland, Paul Koenig and John Meyer. Also present were County <br />Auditor Michael Montplaisir, County Coordinator Bonnie Johnson, and accountants Deb Ness and <br />Patti Richards. <br /> <br />BUDGET REVIEW <br />Regional Child Support Enforcement <br />In addition to Kathy Ziegelmann, Regional Child Support Enforcement Director, State's Attorney <br />Birch Burdick and Social Services Director Kathy Hogan were present. Mrs. Ziegelmann <br />discussed changes in incentive payments. Concerning staffing, she has 24 employees and said <br />she is having difficulty filling the legal secretary positions. She currently has three staff openings. <br />The budget request includes $3,000 for temporary salaries and $10,000 for overtime. Mrs. Hogan <br />said the regional child support enforcement budget request was presented and approved by the <br />Region V Social Service Directors at a meeting held the first part of August. <br /> <br />Fargo Cass Public Health <br />Mary Kay Hermann and two staff members were present to outline the Fargo Cass Public Health <br />budget. Walt Willis, Jail Administrator, was also present at this time for discussion on the jail <br />nursing program. Ms. Herman discussed increasing staffing levels as inmate numbers increase. <br />She indicated the National Commission on Correctional Health Care requires 24-hour health <br />coverage in facilities housing over 250 inmates. <br /> <br />Mr. Wieland asked Ms. Hermann to include Bonnie Johnson, County CoordinatodJail Project <br />Coordinator, on a proposed committee to look at needs and develop plans for health care in the <br />new jail. <br /> <br />Mr. Montplaisir questioned the budget history on a handout from Ms. Hermann, which indicated <br />the 2000 budget is $90,208, however, the anticipated total cost to the county for 2000 is <br />$120,000. Ms. Hermann said the total cost is larger than initially budgeted due to added billing <br />for the nursing supervisor because her duties in the jail are taking her away from other programs. <br />Mr. Montplaisir said the procedure would be for Fargo Cass Public Health to send a letter to the <br />County Commission requesting a contract adjustment if they anticipate exceeding the contract <br />amount. Ms. Hermann said the 2001 budget of $124,000 does reflect the additional staffing. <br /> <br />RECESS FOR SOCIAL SERVICE BOARD MEETING AND BUDGET REVIEW <br />The board recessed at 9:00 AM for a Social Services Board meeting, which included 2001 budget <br />review. <br /> <br />= <br /> <br />RECONVENE AT 1:00 PM, Further budget review <br />Commissioners present at 1:00 PM were Paul Koenig, Alon Wieland and John Meyer. <br />Commissioners Quick and Schneider were absent. County Auditor Michael Montplaisir, County <br />Coordinator Bonnie Johnson, and accountants Deb Ness and Patti Richards were also present. <br /> <br /> <br />
