On roll call vote, <br />motion carried unanimously. <br /> <br />10. PERMIT FOR RAFFLE, Approved for St. Benedict's Church of Wild Rice <br />MOTION, passed <br />Mrs. Schneider moved and Mr. Wieland seconded to approve raffle <br />permit for St. Benedict's Church to be held at the church on <br />September 17,2000. On roll call vote, motion carried unanimously. <br /> <br />11. ABATEMENT APPLICATION, Approved for Thomas P. Martin <br />MOTION, passed <br />Mrs. Schneider moved and Mr. Wieland seconded that Abatement <br />No. 4173 and No. 4174 for Thomas P. Martin be approved as <br />presented by Francis Klein, Director of Tax Equalization. On roll <br />call vote, motion carried unanimously. <br /> <br />12. TAX EQUALIZATION BOARD, Reconvened/adiourned for 2000 <br />The Cass County Board of Tax Equalization reconvened with Frank Klein, County Director <br />of Equalization, being present. He provided copies of his final recommendations for 2000. <br /> <br />Also present was Roger Hauck, who is appealing the assessment on property in Stanley <br />Township, which he purchased a year ago for $120,000. Mr. Hauck indicated at the June 19, <br />2000, board of equalization meeting that three parties purchased the property in order to <br />subdivide it into three lots, however, they were told they could not do that because of the City <br />of Fargo's building moratorium on property in the flood plain. <br /> <br />Mr. Klein said the moratorium has since been lifted, and it appears a building permit would <br />be issued. He said an inspection of the property indicates there is severe deterioration and <br />most of the value is in the lot. The Stanley Township Assessor, Deena Hopson, has <br />recommended a valuation of $85,000 on this property, and Mr. Hauck indicated $80,000 <br />would be acceptable to him. <br /> <br />The board talked about the property's elevation, and Mr. Klein said he is not aware of any <br />survey showing the exact elevation. Mrs. Quick talked to Keith Berndt, County Engineer, and <br />Irv Rustad, Lake Agassiz Regional Council, after the last equalization meeting, and they will <br />see if funds are still available from the 1997 flood buy-out program. <br />MOTION, passed <br />Mr. Wieland moved and Mrs. Schneider seconded to reduce the <br />valuation to $80,000 on the Roger Hauck property for the year 2000. <br />On roll call vote, motion carried unanimously. <br /> <br />Concerning Dows Township, Mr. Klein recommended final approval on valuation changes <br />for individuals. All of the affected property owners were notified of the proposed increases, <br />and no one was present in the audience regarding Dows Township assessments. <br />MOTION, passed <br />Mr. Wieland moved and Mr. Koenig seconded that the following <br />assessments in Dows Township be adopted for the 2000 <br />assessment, as recommended by officials in Dows Township and <br />
