<br />Commission Minutes--June 5,2000 2131 <br /> <br />Concerning an appeal from Thomas Martin, Mr. Klein said the Reed Township Assessor agreed <br />with him that Lot 1, Block 7, Highland Park in Reed Township (21 acres), should be valued as <br />agricultural land because the land is seeded to alfalfa and is being hayed. The Chairman asked <br />if anyone was present to address the Thomas Martin appeal. No one in the audience asked to <br />address the board on this matter. <br />MOTION, passed <br />Mr. Wieland moved and Mrs. Schneider seconded that Lot 1, Block 7 <br />of Highland Park be valued as agricultural land in the amount of <br />$12,400. Motion carried unanimously. <br /> <br />The next appeal was submitted by Jeff and Rhonda Harmon requesting a reduction in the <br />assessment of $118,000 on their residence located at 1105 Martin Drive in Reed Township. <br />Mr. Klein recommended that the County Board of Equalization take no action on this request <br />because he believes the property value established by the local assessor is comparable to <br />sales of property in the neighborhood. He provided photographs of the Harmon property, as <br />well as four comparable properties, with sales ranging from $99,900 to $132,000. <br /> <br />Mr. and Mrs. Jeff Harmon were present at the meeting, and Mr. Harmon addressed the County <br />Board of Equalization. He said they have invested a lot of money into the property after the <br />1997 flood and still have work to do. The home next to them was condemned and torn down <br />because of the flood. Mr. Klein said he talked to the township assessor and was informed the <br />property value had increased because the kitchen was remodeled and there is a dike around <br />the home to protect them from future flooding. Mr. Harmon said the dike may be a deterrent to <br />selling the property in the future. <br /> <br />Mr. Wieland asked if Mr. Harmon had the property appraised, and he said he has not. Mr. <br />Wieland said the properties at 1101 and 1104 Martin Drive should weigh upon the value of the <br />Harmon property, at the very least. He suggested a value of $106,000, which was the selling <br />price of the property next door to Harmon's. <br />MOTION, passed <br />Mr. Wieland moved and Mr. Koenig seconded to reduce the assessed <br />valuation of the Jeff and Rhonda Harmon property in Reed Township <br />from $118,000 to $106,000 for the year 2000. Motion carried <br />unanimously. <br /> <br />The next appeal was submitted by Burniel and Shirley Wigen requesting a reduction in the <br />assessment of $145,000 on their property located at 4916 57th Street North, Harwood, ND in <br />Reed Township. Mr. Klein recommended that the County Board of Equalization take no action <br />on this request because he believes the property is being assessed close to the market value <br />and is comparable to sales of property in Reed Township. He provided photographs of the <br />Wigen property, as well as three comparable properties, with sales ranging from $143,000 to <br />$147,000. <br /> <br />Mr. and Mrs. Burniel Wigen were present at the meeting, and Mr. Wigen addressed the County <br />Board of Equalization. He said the house is probably worth $145,000, however, he was <br />concerned that it has a septic system rather than a city sewer system and this may reduce the <br />value of the home if they were to sell it to a larger family. He and his wife are the only residents <br />in the home at this time, and he feels it would cost nearly $25,000 to convert to a city sewer. <br />
