<br />Commission Minutes--June 5,2000 2129 <br /> <br />7. CONTRACT APPROVAL, <br />MOTION, passed <br />Mrs. Schneider moved and Mr. Wieland seconded to approve the <br />following contracts submitted by respective department head and <br />portfolio commissioner, subject to state's attorney approval; and <br />authorize the chairman to sign. On roll call vote, motion carried <br />unanimously. <br /> <br />North Dakota State Water Commission--revised contract to develop non-structural Flood <br />Hazard Mitigation Plan (contract signed March 20,2000, omitted some language which <br />was consistent with the original understanding); <br />Houston Engineering--Highway 81 construction staking, inspection and engineering <br />services, not to exceed the amount of $141,966; <br />Ulteig Engineers--engineering services for proposed County Highway 17 bikeway, not <br />to exceed the amount of $18,000. <br /> <br />8. SHERIFF'S DEPARTMENT, Contract signed for second Dolice officer in Casselton <br />Jim Thoreson, Chief Deputy Sheriff, presented a Police Service Contract with the City of <br />Casselton for a second deputy sheriff. Presently, the City of Casselton contracts with Cass <br />County for law enforcement services of one deputy sheriff. Due to the recent resignation of their <br />city-employed police officer, the Casselton City Council approved contracting with Cass County <br />for that position also. Mr. Thoreson said this is a good example of two governmental entities <br />working together to provide better services to the citizens involved. <br />MOTION, passed <br />Mr. Koenig moved and Mr. Wieland seconded to authorize the <br />chairman to sign the new contract for law enforcement services with <br />the City of Casselton through December 31, 2000. On roll call vote, <br />motion carried unanimously. <br /> <br />9. STATE'S ATTORNEY, Settlement of lawsuit/administrative hearing concerning bank tax <br />Birch Burdick, State's Attorney, presented a letter dated June 5,2000, requesting approval to <br />settle a proposed lawsuit and administrative hearing by the attorney representing the State Tax <br />Commissioner, Cass County, and other counties concerning the way certain bank taxes were <br />paid. He said a special assistant attorney general was assigned to the case and arrived at a <br />proposed settlement, which will not cost the counties any money. <br />MOTION, passed <br />Mr. Wieland moved and Mrs. Schneider seconded to accept the <br />settlement offer in which all parties to the lawsuit would walk away <br />from the suit with no refunds to be paid by any counties to First Bank <br />and no under payments by First Bank to the counties. Motion carried <br />unanimously. <br /> <br />10. TAX EQUALIZATION BOARD, Convened for 2000 <br />At this time, the Cass County Board of Tax Equalization convened for the year 2000. Frank <br />Klein, Cass County Director of Equalization, provided a letter dated May 31,2000, concerning <br />the annual equalization of assessments. He estimated that the net taxable valuation in Cass <br />County will increase 6.3% over last year, from $225.7 million to $240 million. <br />
