<br />Commission Minutes--March 20, 2000 2105 <br /> <br />In addition to county staff working on various aspects of the new jail, Mr. Hoganson said about <br />25 architects, engineers and consultants are involved in the project. It is anticipated that plans <br />will be available for prospective bidders around April 21 , and bid opening is scheduled for late <br />May. County Commissioners are expected to review the bids at their first meeting in June, 2000. <br /> <br />Bonnie Johnson, County Coordinator/Jail Project Coordinator, asked the Board to add <br />discussion of the jail bidding process on today's agenda after providing information concerning <br />multiple prime bids and acceptance of single prime bids for portions of the project if that bid is <br />lower than the combined total of the lowest and best multiple bids, which is allowed in State law. <br /> <br />Mr. Hoganson talked about the differences between multiple prime and single prime bids, and <br />his firm has experience in working with both types. <br />MOTION, passed <br />Mrs. Quick moved and Mr. Wieland seconded to allow for submission <br />of single prime bids in addition to multiple prime bids for the jail <br />construction project. On roll call vote, motion carried unanimously. <br /> <br />12. VOUCHERS, Approved <br />MOTION, passed <br />Mrs. Quick moved and Mr. Koenig seconded to approve Voucher No. <br />137,833 through No. 138,548. On roll call vote, motion carried <br />unanimously. <br /> <br />13. COURTHOUSE LUNCH COUNTER UPDATE; ROAD ADVISORY MEETING RESCHEDULED; <br />MEETING UPDATES; COURTHOUSE FRONT ENTRANCE AWARD; CHILD SUPPORT <br />ISSUES, Committee reports <br />Birch Burdick, State's Attorney, said he added some contract language regarding insurance and <br />indemnification to the agreement with Mike Vangsnes of Luigi's for operation of the Cass County <br />Courthouse Lunch Counter, effective April 1, 2000. Bonnie Johnson, County Coordinator, <br />reported on renovations being made in the lunch room since it is closed due to the death of the <br />previous operator, Vivian Miller. The walls are being painted in this area and the floor covering <br />is being replaced with ceramic tiles because there have been problems with the previous <br />material ever since it was installed. <br /> <br />Mr. Koenig reported that the Road Advisory Committee meeting, which was scheduled to meet <br />earlier today, has been postponed until April 17 due to the County Engineer being sick. <br /> <br />Commissioners reported on meetings they have attended in the past two weeks, as well as <br />upcoming meetings. <br /> <br />Mrs. Johnson said she has learned that Terry Stroh, the architect on the Courthouse front <br />entrance project, was selected to receive a creativity award from the Mayor of the City of Fargo <br />for the way the project addresses handicap accessibility standards. She expects some <br />correspondence concerning this topic. <br /> <br />Mr. Meyer reported that he and Mrs. Quick spent some time with the Regional Child Support <br />Enforcement Director in the past two weeks concerning arrearage calculations. <br />
