<br />Commission Minutes--March 6, 2000 2101 <br /> <br />Michael Montplaisir, Cass County Auditor, dated February 17, 2000. <br />On roll call vote, motion carried unanimously. <br /> <br />11. RESOLUTION #2000-3, Road restrictions <br />MOTION, passed <br />Mrs. Schneider moved and Mr. Koenig seconded to adopt Resolution <br />#2000-3 to implement spring load restrictions on county highways as <br />follows: On roll call vote, motion carried unanimously. <br /> <br />RESOLUTION #2000-3 TO IMPLEMENT SPRING LOAD RESTRICTIONS <br />ON COUNTY HIGHWAYS <br />WHEREAS, Soft base conditions experienced during spring thaw reduce the load- <br />carrying capacity of County Highways; and <br /> <br />WHEREAS, The Cass County Board of Commissioners desires to prevent serious <br />damage to County Highways; and <br /> <br />WHEREAS, 39-12-03 of the North Dakota Century Code authorizes local authorities to <br />impose vehicle weight restrictions on County Highways. <br /> <br />NOW, THEREFORE, Be it resolved by the Cass County Board of Commissioners that <br />Spring Load Restrictions will be imposed upon Cass County Highways in the following <br />manner: All County Highways to be posted in accordance with the Cass County Highway <br />2000 Spring Load Restrictions Map dated February 22, 2000. Spring Load Restrictions <br />will be effective at 12:01 AM on March 6,2000. <br /> <br />12. CONTRACT APPROVAL, North Dakota Department of Transportation <br />MOTION, passed <br />Mrs. Schneider moved and Mr. Koenig seconded to approve the <br />following contracts submitted by respective department head and <br />portfolio commissioner, subject to state's attorney approval; and <br />authorize the chairman to sign: On roll call vote, motion carried <br />unanimously. <br /> <br />North Dakota Department of Transportation--construction and maintenance agreement <br />and right of way certification for the County Highway 81 reconstruction project; and <br />North Dakota Department of Transportation--construction and maintenance agreement <br />and right of way certification for the County Highway 81 bridge over the Wild Rice River. <br /> <br />13. PROJECT TOMORROW, Update <br />BiIIi Jo Zielinski, Project Tomorrow Coordinator, gave an update on Project Tomorrow, which <br />is a community-wide planning study that began about two years ago. David Martin, from the <br />Fargo-Moorhead Chamber of Commerce and leader of the Project Tomorrow Government <br />Implementation Team, reported that the initial goals of this team are encouraging routine <br />communication and close cooperation among government entities, private and non-profit <br />sectors; investigating joint ventures to provide shared facilities and services; and assuring that <br />planning decisions are made observing compatible land uses and identified transportation <br />corridors. <br />
