ABATEMENT APPLICATION, Aooroved for Verrill & Barbara Sprunk MOTION, passed Mr. Wieland moved and Mr. Koenig seconded that Abatement #4143 through #4148 for Verrill & Barbara Sprunk be approved as recommended by the Highland Township Board and the Director of Equalization. On roll call vote, motion carried unanimously. 7. PERMIT FOR SUNDAY ALCOHOLIC BEVERAGE SALES, Club 94 MOTION, passed Mr. Wieland moved and Mr. Koenig seconded to approve a Sunday alcoholic beverage permit for Club 94 at their establishment near Casselton, North Dakota, on the date of January 30, 2000, for Super Bowl Sunday, according to a letter from Jeanne Hersch dated January 5, 2000. On roll call vote, motion carried unanimously. 8. ROAD DEPARTMENT, Purchase order for dump trailer MOTION, passed Mr. Wieland moved and Mr. Koenig seconded to authorize the chairman to sign a purchase order in the amount of $24,498.00 for one tri-axle, belly dump trailer from Red River Manufacturing. On roll call vote, motion carried unanimously. 9. SHERIFF'S DEPARTMENT, Annual leave extension for Tony Krogh MOTION, passed Mr. Wieland moved and Mr. Koenig seconded to approve annual leave extension request for Tony Krogh, Sheriff's Department, according to Cass County Personnel Policy Section 6.00, and per memorandum provided by Sheriff Don Rudnick from Mr. Krogh. On roll call vote, motion carried unanimously. 10. CONTRACT APPROVAL, Pro-WestlUlteig Engineers MOTION, passed Mr. Wieland moved and Mr. Koenig seconded to approve the following contracts submitted by respective department head and portfolio commissioner, subject to state's attorney approval; and authorize the chairman to sign: Pro-WestlUlteig Engineers for preparation of a county parcel level base map for future implementation of a Geographic Information System (GIS). On roll call vote, motion carried unanimously. 11. TAX EXEMPTION FOR NEW HOME CONSTRUCTION. Not approved in rural area Action on a proposed resolution approving a two-year residential tax exemption on new home construction was delayed at the last meeting for further information on the policies of the Cities of Fargo and West Fargo. Michael Montplaisir, County Auditor, provided a letter dated January 10, 2000, indicating that the City of Fargo offers the full $75,000 exemption allowed by State law to people who build homes within two specified areas of the City. Outside of those areas, the exemption is offered on a sliding scale, depending on the value of the house. The City of West Fargo offers the full $75,000 exemption to new houses costing in excess of $75,000.
