<br />Hunting Subcommittee Minutes--December 21, 2004 1 <br /> <br />ORCHARD GLEN/FOREST RIVER HUNTING SUBCOMMITTEE <br />DECEMBER 21, 2004--3:30 PM <br /> <br />1. MEETING TO ORDER <br />A meeting of the Orchard Glen/Forest River Hunting Subcommittee was called to <br />order by Scott Wagner, Subcommittee Chairman, on Tuesday, December 21, <br />2004, at 3:30 PM in the Commission Room, Cass County Courthouse. The <br />following committee members were present: Ken Pawluk, Scott Wagner, Chad <br />Peterson, Bryan Johnson and John Miller. Also present were Don Rudnick, <br />Sheriff; Birch Burdick, State's Attorney; Doug Leier, North Dakota Game and Fish <br />Department; and members of the media. <br /> <br />2. MISSION OF SUBCOMMITTEE <br />Mr. Wagner said the mission of the subcommittee is to forward a <br />recommendation to the County Commission on whether to change county policy <br />to allow bow hunting on county-owned flood lots or to keep the policy the same. <br />He distributed County Commission Policy 37.10, Hazard Mitigation Land <br />Acquisition, and information from the Bismarck Police Department regarding their <br />program. <br /> <br />3. DISCUSSION <br />Mr. Wagner asked the County Engineer to draft questions for a survey to send to <br />area residents for their comments. The sample questions were distributed to <br />committee members. After the surveys are returned and information is gathered, <br />he suggested a public meeting be held. <br /> <br />Mr. Johnson suggested someone from Stanley Township attend the next <br />meeting, since they own 18 acres in Forest River Subdivision. Mr. Wagner said <br />the county owns 30 acres in Orchard Glen and 32 acres in Forest River. <br /> <br />Mr. Leier said he will be able to provide input on the need for deer management <br />and the safety aspect of bow hunting. He is familiar with the Bismarck Police <br />Department's policy and said it may be helpful to have someone from their <br />department attend the next meeting. Mr. Pawluk stressed this request only <br />involves bow hunting and guns would be prohibited. <br /> <br />Mr. Peterson said if Stanley Township does not enter into some type of joint <br />arrangement with the county, then bow hunting should not be allowed in Forest <br />River Subdivision. He said it would be too difficult to distinguish county property <br />from township property. Also, he questioned who would administer the program <br />and enforce the rules. Mr. Rudnick said his department could help administer <br />and enforce the program. In Bismarck, an animal warden oversees their <br />program. Currently, sheriff deputies are considered animal wardens. <br />
