<br />Commission Minutes--February 7,2005 2857 <br /> <br />14. FARGO CASS COUNTY ECONOMIC DEVELOPMENT CORPORATION, Growth <br />Initiative Fund bylaws amended; board appointments <br />Brian Walters, President of the Fargo Cass County Economic Development Corporation, <br />was present on behalf of his board of directors to review organizational structure changes to <br />the Growth Initiative Fund (GIF) bylaws and memorandum of understanding. He also <br />suggested formal reappointment of Cass County's two representatives, Mary Johnson and <br />Mick Hammerstrom, on the GIF board of directors. <br />MOTION, passed <br />Mr. Pawluk moved and Mr. Wagner seconded to approve amendments to <br />the Fargo Cass County Economic Development Corporation Growth <br />Initiative Fund Bylaws, as presented by Brian Walters, Executive <br />Director; and to reappoint Mary Johnson for a three-year term and Mick <br />Hammerstrom for a one-year term on the Fargo Cass County Economic <br />Development Corporation Growth Initiative Fund Board of Directors <br />representing Cass County. On roll call vote, the motion carried <br />unanimously. <br /> <br />15. VECTOR CONTROL, Buildina revisions <br />Mr. Berndt said the architect for a new vector control facility prepared a revised floor plan <br />and cost estimate, which incorporates additional space for engineering material testing and <br />survey equipment storage, at an added cost of about $60,000, for a total building estimate <br />of $595,559. Mrs. Sorum said she feels the building cost is too high since vector control is a <br />seasonal program. <br />MOTION, passed <br />Mr. Wagner moved and Mr. Pawluk seconded to approve the revised floor <br />plan and solicitation of bids for the construction of an addition to the <br />highway department building and for the construction of a chemical <br />storage facility for the vector control program. On roll call vote, the <br />motion carried with four members voting "Aye" and Mrs. Sorum <br />opposing. <br /> <br />Also present for the building discussion were Angela Balint, Cass County Vector <br />Control Director, and Brian Feldhake, newly hired vector supervisor. <br /> <br />16. CASS COUNTY COMPREHENSIVE PLAN, Scheduled for ordinance first readina <br />Mr. Berndt and Mike Zimney, County Planner, were present to discuss Cass County's <br />Comprehensive Plan, which is a blueprint outlining future land development in the county. <br />Current and former Cass County Planning Commission members and county staff, mostly <br />Mr. Zimney, have been involved in updating the plan, according to Mr. Berndt. He said the <br />public has had an opportunity to comment on the comprehensive plan on a number of <br />occasions, most recently in Casselton on December 13, 2004; and many state and local <br />agencies have contributed to the updates. <br /> <br />According to an introduction contained in the county's comprehensive plan, the Cass <br />County Planning Commission began discussing an update in the Fall of 2003 due to <br />increased growth in the county, seeing a need to examine controlled development, and <br />because of the time span since the plan was last updated. By the Fall of 2004, the County <br />Planning Commission had developed a working draft of the comprehensive plan update and <br />distributed it to townships, cities, state and local agencies and groups in the county. <br />
