<br />Commission Minutes--January 18, 2005 2851 <br /> <br />WHEREAS, the Incident Command System components of NIMS are already an integral <br />part of various incident management activities throughout Cass County, including current <br />emergency management training programs; and <br /> <br />WHEREAS, the National Commission on Terrorist Attacks (9-11 Commission) <br />recommended adoption of a standardized Incident Command System; <br /> <br />WHEREAS, the Board of County Commissioners of Cass County deems it appropriate and <br />necessary to approve, establish, and designate the National Incident Management System <br />(NIMS) as the standard for incident management; <br /> <br />NOW, THEREFORE, BE IT RESOLVED that the Board of Cass County Commissioners <br />does hereby approve, establish, and designate the National Incident Management System <br />(NIMS) as the standard for incident management within the County of Casso <br /> <br />Dated at Fargo, North Dakota, this 18th day of January, 2005. <br /> <br />Mr. Rogness said the City of Fargo is moving forward this winter with plans to relocate the <br />combined Cass Fargo Emergency Management Office to new quarters in the Fargo <br />Industrial Park as soon as possible. <br /> <br />15. INFORMATION TECHNOLOGY, Donation and sale of used computer eQuipment <br />The board discussed the disposal of used computer equipment with Terry Schmaltz, <br />Information Technology Manager. He indicated the county will replace about 50 computer <br />systems in 2005, and about 70 CRT monitors will be available for donation or sale to local <br />non-profit agencies; although, twelve of these computer systems will be set up in the Annex <br />to use as a training area for county employees. Also, the county auditor has offered some <br />older computer systems for sale to other counties to use as separate election tabulation <br />machines, as required by the North Dakota Secretary of State's Office. Stark County has <br />expressed an interest in purchasing some of the used equipment. <br /> <br />Mr. Schmaltz said agencies that have requested donations of used monitors and computer <br />systems include Hospice, Olivet Lutheran Church, Computers for Seniors, Detroit Lakes <br />Public Schools, and Youthworks. <br /> <br />Commissioners discussed the value of the equipment, if any, and commission policy 14.81 <br />relating to the sale of used computer equipment. Mr. Bennett suggested advertising the <br />equipment availability so other non-profit agencies may make a request for it. Mr. Vanyo <br />said his place of employment deals with obsolete computer equipment to a greater degree <br />than this on an annual basis, and the value is little or nothing. He agreed with county staff <br />that more time can be spent trying to get rid of the equipment than can be recouped. <br />MOTION, passed <br />Mr. Wagner moved and Mr. Pawluk seconded to authorize the Information <br />Technology Department to donate and sell used computer equipment to <br />agencies as requested, with the following changes: 1) add Stark County; <br />and 2) substitute Cass County Public Schools, instead of Detroit Lakes <br />Public Schools. On roll call vote, the motion carried with four members <br />voting "Aye" and Mr. Bennett opposing. <br />
