<br />Commission Minutes--December 6, 2004 2833 <br /> <br />Mr. Montplaisir's letter of November 12th was addressed to the Personnel Overview <br />Committee, and it was referred to committee members by County Coordinator Bonnie <br />Johnson. Since it is mostly a financial change, and all Personnel Overview Committee <br />actions are approved by the county commission, the matter was placed on today's <br />commission agenda rather than calling a committee meeting. <br /> <br />Mr. Montplaisir said Social Services is the one county department that pays the most in <br />mileage reimbursement, and they did increase their 2005 mileage budget somewhat in <br />anticipation of an increase in the mileage rate. The overall budget of other departments <br />would not be greatly affected because they do not pay significant dollars in mileage <br />reimbursement. He said the commission would need to address meals and lodging <br />separately. <br /> <br />In the proposed policy amendment, Mr. Burdick suggested that it state as follows: "The <br />reimbursement rate is set by the County Commission and follows the State reimbursement <br />rate or the Federal reimbursement rate, whichever is greater." <br />MOTION, passed <br />Mr. Pawluk moved and Mrs. Sorum seconded to amend Personnel Policy <br />Manual, Section 6.30, Travel and Expense Reimbursement, effective for <br />travel conducted on or after January 1, 2005, to follow the State or the <br />Federal reimbursement rate, whichever is greater. Discussion: Mr. <br />Bennett said he is concerned about not following the State rate, and <br />while it is conservative, he believes it has some merit. At the call for the <br />question and on roll call vote, the motion carried with four members <br />voting "Aye" and Mr. Bennett opposing. <br /> <br />24. VOUCHERS, Approved <br />MOTION, passed <br />Mr. Bennett moved and Mrs. Sorum seconded to approve Voucher No. <br />192,597 through No. 193,343. On roll call vote, the motion carried <br />unanimously. <br /> <br />25. MEETING UPDATES; WORKFORCE SAFETY PREMIUM REDUCTION; EMERGENCY <br />MANAGEMENT; LEGISLATIVE COUNCIL, Committee reports <br />Commissioners and staff reported on meetings they have attended in the past two weeks. <br /> <br />Mr. Bennett asked Mrs. Johnson about the Workforce Safety premium reduction the county <br />will receive as a reward for meeting the audit guidelines. Mrs. Johnson said the savings to <br />Cass County Government will amount to about $52,000. <br /> <br />Mrs. Johnson said she has been working closely with the City of Fargo on evaluating <br />emergency management coordination between the city and county governments. <br /> <br />In the near future, Mr. Vanyo said he will be providing copies to commissioners of legislative <br />items affecting counties that have been submitted to the County Commissioners Legislative <br />Council up to the present time. <br />
