Commission Minutes-November 15,2004 2819 14. COURT FACILITIES IMPROVEMENT GRANT, Request for funds Bonnie Johnson, County Coordinator, reported on a subcommittee meeting held last week to discuss options for completing an Application for Court Facilities Improvement Grant Funds established under State law to provide money to counties to improve and maintain court facilities throughout the state. The subcommittee is recommending a grant application of $50,000 for the first year of a $200,000 multi-year project for new carpet and paint in the seven courtrooms, clerk of court space, judicial chambers and associated work space in the Cass County Courthouse. Mr. Wagner provided some background information since he serves on the court facilities management committee, which established the grant fund. He said 25% of this fund is designated for counties with a population of 7,500 or less; therefore, the subcommittee recommendation of $50,000 appears to be a reasonable request. MOTION, passed Mr. Wagner moved and Mr. Vanyo seconded to request $50,000 in funding from the Court Facilities Improvement Grant Fund established by State law, in the initial round of applications due by December 31, 2004. On roll call vote, the motion carried unanimously. 15. VOUCHERS, Approved MOTION, passed Mr. Wagner moved and Mr. Bennett seconded to approve Vouchers No. 192,234 through No. 192,596. On roll call vote, the motion carried unanimously. 16. COMMISSIONER MEYER'S RETIREMENT/INTRODUCTION OF COMMISSIONER- ELECT; MEADOW BROOK PARK PROPOSED ANNEXATION; TAX FORFEITURE SALE; ELECTION REPORT; NACO LEGISLATIVE CONFERENCE; COMMISSION INFORMAL PLANNING SESSION, Committee reports Commissioners and staff expressed appreciation to John Meyer for his eight years of service as a Cass County Commissioner. Earlier today, he received an appreciation plaque presented by the chairwoman in the presence of his family, county department heads and staff. Commissioner-elect Ken Pawluk was present, and he will take Mr. Meyer's seat in Commission District #3 at the first regular meeting in December. Michael Montplaisir, County Auditor, said he attended an informational meeting at the West Fargo City Hall concerning proposed annexation of the Meadow Brook Park Subdivision to the west of the West Fargo city limits. Mr. Montplaisir said Cass County owns about 100 flood lots in this area, and an annexation hearing is scheduled for November 29th in the West Fargo City Hall at 5:45 PM. The annual sale of tax-forfeited property will be held tomorrow in the Auditor's Office. Mr. Montplaisir reported that over 67,000 people voted in Cass County at the November 2nd general election, and this was the biggest election the county has ever had. Cass County was one of only a few counties in the state to establish an early voting precinct, and he said voters appreciated it. He thanked his staff from the Auditor's Office and other county workers who assisted with elections during the three weeks before the election. Mr. Wagner also thanked the auditor and his staff for the work they do.
