<br />Commission Minutes-November 15,2004 2819 <br /> <br />14. COURT FACILITIES IMPROVEMENT GRANT, Request for funds <br />Bonnie Johnson, County Coordinator, reported on a subcommittee meeting held last week <br />to discuss options for completing an Application for Court Facilities Improvement Grant <br />Funds established under State law to provide money to counties to improve and maintain <br />court facilities throughout the state. The subcommittee is recommending a grant application <br />of $50,000 for the first year of a $200,000 multi-year project for new carpet and paint in the <br />seven courtrooms, clerk of court space, judicial chambers and associated work space in the <br />Cass County Courthouse. <br /> <br />Mr. Wagner provided some background information since he serves on the court facilities <br />management committee, which established the grant fund. He said 25% of this fund is <br />designated for counties with a population of 7,500 or less; therefore, the subcommittee <br />recommendation of $50,000 appears to be a reasonable request. <br />MOTION, passed <br />Mr. Wagner moved and Mr. Vanyo seconded to request $50,000 in <br />funding from the Court Facilities Improvement Grant Fund established by <br />State law, in the initial round of applications due by December 31, 2004. <br />On roll call vote, the motion carried unanimously. <br /> <br />15. VOUCHERS, Approved <br />MOTION, passed <br />Mr. Wagner moved and Mr. Bennett seconded to approve Vouchers No. <br />192,234 through No. 192,596. On roll call vote, the motion carried <br />unanimously. <br /> <br />16. COMMISSIONER MEYER'S RETIREMENT/INTRODUCTION OF COMMISSIONER- <br />ELECT; MEADOW BROOK PARK PROPOSED ANNEXATION; TAX FORFEITURE <br />SALE; ELECTION REPORT; NACO LEGISLATIVE CONFERENCE; COMMISSION <br />INFORMAL PLANNING SESSION, Committee reports <br />Commissioners and staff expressed appreciation to John Meyer for his eight years of <br />service as a Cass County Commissioner. Earlier today, he received an appreciation plaque <br />presented by the chairwoman in the presence of his family, county department heads and <br />staff. Commissioner-elect Ken Pawluk was present, and he will take Mr. Meyer's seat in <br />Commission District #3 at the first regular meeting in December. <br /> <br />Michael Montplaisir, County Auditor, said he attended an informational meeting at the West <br />Fargo City Hall concerning proposed annexation of the Meadow Brook Park Subdivision to <br />the west of the West Fargo city limits. Mr. Montplaisir said Cass County owns about 100 <br />flood lots in this area, and an annexation hearing is scheduled for November 29th in the <br />West Fargo City Hall at 5:45 PM. <br /> <br />The annual sale of tax-forfeited property will be held tomorrow in the Auditor's Office. <br /> <br />Mr. Montplaisir reported that over 67,000 people voted in Cass County at the November 2nd <br />general election, and this was the biggest election the county has ever had. Cass County <br />was one of only a few counties in the state to establish an early voting precinct, and he said <br />voters appreciated it. He thanked his staff from the Auditor's Office and other county <br />workers who assisted with elections during the three weeks before the election. Mr. Wagner <br />also thanked the auditor and his staff for the work they do. <br />
