The total grant funds <br />actually consisted of two grants each around $1 million dollars. Given the new constraint <br />imposed on the funds, we may have no option but to inform North Dakota State <br />EmeTgency Management that grant funds can not be spent by Cass County for the <br />designated purpose. <br /> <br />TfCass County notifies the State that the County is unable to spend the funds for the <br />designated purpose, the State would have the ability to apply one ofthe grants to another <br />local flood mitigation project. The other graIlt originated with dillerent disaster year funds <br />that apparently can 11ot be applied toward another local mítigatìon project. <br /> <br />I believe the concept of creating river green ways is a worthy one that CaBs County should <br />continue to support and promote. However, FEMA has made it clcar that it can not be <br />accomplished with FEMA dollars. <br /> <br />SUGGESTED MOTION: Authorize Chair to sign a letter to advise the North Dakota <br />Division of Emergency Management that Cass County will be unahle to spend the FEMA <br />grants authorized for the acquisition ufRiver Property (Greenway) along the Red and <br />Wild Rice Rivers. The funds will not be spent due to the 2004 restrictions added to the <br />Grants.
