<br />Commission Minutes-October 18, 2004 <br /> <br />2807 <br /> <br />12. VECTOR FACILITY PLANNING, Option approved for addition to Hi~hway Department <br />Terry Stroh, of T.L. Stroh Architects and Interiors, provided a recap of the three options <br />presented previously for an addition to the Cass County Highway Department for a vector <br />control facility. Another option, being presented today, was recommended by the vector <br />facility planning committee at a meeting held in the Commission Room on September 23, <br />2004. This final option omits the maintenance garage and one small office, for a savings of <br />about $90,000 over previous options. <br /> <br />Mr. Meyer asked if space was allocated for the weed control operation; however, County <br />Engineer Keith Berndt said the county weed control board indicated they are satisfied with <br />their current facility and it will meet their needs for the foreseeable future. <br /> <br />Mr. Wagner asked about financing the vector building construction; and Michael Montplaisir, <br />County Auditor, said the financing will be in accordance with amended county ordinance <br />#2004-1, adopted by the county commission on July 6, 2004. <br />MOTION, passed <br />Mr. Bennett moved and Mr. Wagner seconded to adopt the building <br />option presented today, as recommended by the vector facility planning <br />committee, the cost of the building addition and storage center being <br />estimated at $721,395; with construction to begin in the spring of 2005. <br />According to the county auditor, the construction costs will be paid <br />through a financial arrangement to be determined by the vector building <br />committee. On roll call vote, the motion carried unanimously. <br /> <br />13. RESOLUTIONS #2004-10,11,12,13, Street Improvement for Greyhawk Estates <br />Attorney Daniel R. Twichell, of Ohnstad Twichell PC, was present along with Engineer Nick <br />Gludt of Moore Engineering, Inc. and two homeowners in Greyhawk Estates Subdivision, <br />Dave Zabel and Claire Vigesaa. Mr. Twichell represents residents of Greyhawk Estates in <br />their request to create Street Improvement District #2004-1 for the purpose of paving roads <br />within the subdivision. The total project cost is estimated at $248,000. <br /> <br />In addition to materials already filed with the county, Mr. Twichell presented a petition with <br />one more landowner's signature and a letter from the Township Board of Supervisors of <br />Stanley Township favoring the project as long as the Greyhawk residents are responsible <br />for the cost and maintenance of the roadway. In his letter to the board dated September 27, <br />2004, Mr. Twichell indicated signatures on the petitions relating to the above stated <br />improvement district exceed the required 60% of the landowners. <br />MOTION, passed <br />Mr. Vanyo moved and Mr. Bennett seconded to authorize the chairwoman <br />and the county auditor to sign the following resolutions regarding Street <br />Improvement District No. 2004-1 for Greyhawk Estates Subdivision: <br />Resolution #2004-10 Creating Street Improvement District No. 2004-1 of <br />the County of Cass, North Dakota; Resolution #2004-11 Directing <br />Engineer to Prepare Report; Resolution #2004-12 Approving Engineer's <br />Report; and Resolution #2004-13 Directing Engineer to Prepare Plans <br />and Specifications. On roll call vote, the motion carried unanimously. <br />
