He said it is important to have good policies for managing the inmates <br />to diminish the potential for vandalism. Mr. Ellingsberg said there will be a policy in place <br />before the new restroom is used, and he will forward a copy to the commission for review. <br />MOTION, passed <br />Mr. Bennett moved and Mr. Meyer seconded to authorize the installation <br />of a restroom in the courthouse inmate holding area located in the north <br />basement. Discussion: Mr. Meyer asked the county auditor which fund <br />could be used to pay for the restroom; and Mr. Montplaisir said one of <br />the two building funds, either the west addition or the jail expansion, <br />could be used to complete the project this year. Mr. Wagner asked if the <br />motion includes the cost not to exceed $7,256; and Mr. Bennett said the <br />sheriff's letter is the substance of the motion and would include not <br />exceeding the estimate outlined in the letter. On roll call vote, the motion <br />carried unanimously. <br /> <br />12. VOUCHERS, Approved <br />MOTION, passed <br />Mr. Vanyo moved and Mr. Wagner seconded to approve Voucher No. <br />191,114 through No. 191,476. On roll call vote, the motion carried <br />unanimously. <br /> <br />13. DISASTER SEMINAR; CABLE ACCESS CHANNEL; VOUCHER REVIEW; ELECTION <br />UPDATE, Committee reports <br />Bonnie Johnson, County Coordinator, informed commissioners of an invitation to attend a <br />seminar to discuss community risks in the event of a man-made or natural disaster for all <br />public officials in the surrounding cities and the counties of Cass and Clay. The seminar will <br />be held at 9:00 AM on October 28,2004 at a location to be determined. <br /> <br />Mrs. Johnson provided a handout for commissioners and said plans are proceeding with <br />regard to including county commission meetings on the local government access channel <br />through CableOne, like the City of Fargo does for city commission meetings. <br /> <br />Mr. Vanyo said he visited with the auditor about revising the voucher list that commissioners <br />review each month, and some good changes have resulted from their discussions. <br /> <br />Mr. Montplaisir said voters are receiving absentee ballots for the General Election and over <br />1,000 ballots have gone out, mostly through the mail. Today, an election kiosk was <br />unveiled by Cass County Government and the North Dakota Secretary of State's Office to <br />provide information to the public, including the requirements for voting and precinct maps of <br />the county so voters can determine where they go to vote on Election Day. <br /> <br />14.
