The Facility Administrator is given the authority to <br /> police any extreme abuses of the flat fee system. <br /> In recognition of other direct and indirect support services provided by Clay County, <br /> including administrative, accounting, auditing, and legal services provided by the County <br /> Attorney's Office, an administrative fee will be determined annually during the budget <br /> process. <br /> Prior to the adoption of said annual operating budget and bed purchase rate, the Clay <br /> County Board of Commissioners shall consider any comments and recommendations <br /> made by the Advisory Board. <br /> Section 9.03: Billing and Other Charges for Member Counties <br /> Clay County will bill each Member County on a monthly basis, for 1/12 of the total <br /> number of beds purchased per year and any additional charges that are not included in <br /> the bed purchase rate. Typically, the billing invoice to a Member County will include <br /> the following charges: <br /> a. Monthly charge for 1/12 of the total number of beds purchased, <br /> b. Medical and hospital expenses, if any, <br /> c. Charges for psychological services if any; and/or <br /> d. Charges for special services, if any, that may be required by a <br /> Member County and not included in the monthly charge. <br /> Additionally, each Member County will receive separate billing statements from third- <br /> party providers that provide services to a Member County's juveniles in the facility; <br /> including but not limited to the sex offender treatment program. Bills such as this <br /> will come directly from the service provider and each Member County shall be <br /> responsible for paying the cost of specialized programming incurred on behalf of that <br /> Member County's juveniles. <br /> An administrative fee may be imposed on Member Counties above and beyond the bed <br /> purchase in the event that any specialized service programs adopted at the facility (for <br /> example the Sex Offender Treatment Program) are extremely successful and require <br /> additional time or administration on the part of Clay County. This fee will be approved <br /> by the Advisory Board prior to implementation. <br /> Member Counties will not be expected to pay any charges or costs except those <br />
